The trade area is defined as all property located within the <br />corporate boundaries of the City of Lino Lakes and all cities <br />contiguous to such boundaries. <br />Mayor Bisel said he felt that this proposed amendment does not do <br />what he would like done. He explained that he felt it was wrong <br />for organizations to come into this City, conduct gambling events <br />and then take the money out of the City. The proceeds should <br />benefit the people in the City it was collected. He also noted <br />that the fifty percent (50 %) requirement would discourage <br />organizations such as the VFW. They routinely donate more than <br />that amount each year. The City does not want to give the <br />impression that fifty percent (50 %) is all they should donate. He <br />asked Mr. Hawkins how the City could control who gets a gambling <br />license? Mr. Hawkins explained that the state statutes do not even <br />allow this City the authority to regulate gambling as it does now. <br />He noted a more restrictive ordinance could be enacted but there is <br />no guarantee that it will pass a court test. <br />Council Member Bohjanen explained that with the current state <br />provisions, the higher state taxes, and the many municipal <br />requirements that many organizations will no longer be involved in <br />gambling. The gambling profits are disappearing. He also noted <br />that organizations such as the VFW donate proceeds to the state and <br />national chapters of their organizations. He asked if this new <br />proposed amendment would prohibit this practice. Council Member <br />Bohjanen said the trade area section of the proposed ordinance <br />concerned him. <br />Council Member Reinert asked Mr. Hawkins if there was a way to <br />control national organizations from sending money collected locally <br />out of state? Mr. Hawkins said that all organizations must be <br />treated equally using the same standards. <br />Council Member Bohjanen moved to table this matter until staff can <br />talk to different organizations to get their input regarding the <br />proposed fifty percent (50 %) provision and the proposed trade area. <br />Council Member Neal seconded the motion. Motion carried <br />unanimously. <br />Consideration of Authorizing an Equipment Certificate of <br />Indebtedness for 1990 <br />Mr. Schumacher explained that he is requesting authorization for <br />Mr. Hawkins to solicit bids for the 1990 Certificate of <br />Indebtedness in the amount of $88,500.00. The bids will not be <br />awarded until after the 1991 budget public hearing. Mr. Schumacher <br />noted that the amount of the certificate has been reduced in an <br />attempt to keep property taxes down and because the City is in the <br />process of building a new fire station. <br />PAGE 4 <br />1 <br />1 <br />1 <br />
