1 1 1 COUNCIL MEETING NOVEMBER 13, 1990 Council Member Neal questioned the amount in the Certificate for squad cars. Mr. Schumacher explained that this amount is for the 1990 squads recently purchased by the Police Department. No new squads will be purchased in 1991. Council Member Neal said he was under the impression that the 1990 squad cars were purchased at this time to save approximately $3,000.00 per car. Mr. Schumacher explained that the savings was about $1,000.00. The important issue was the ability to purchase Chevrolet cars so that there would be no problems with equipping the squads. Council Member Reinert moved to adopt Option No. 1 and authorize the City Attorney to solicit bids for 1990 Series Equipment Certificate of Indebtedness in the amount of $88,500.00. Council Member Bohjanen seconded the motion. On a roll call vote, motion carried unanimously. ENGINEER'S REPORT, DARRELL SCHNEIDER AND DAN BOXRUD Status of Chomonix Trunk Sewer Improvement, Resolution No. 77 - 90, Darrell Schneider - Mr. Schneider explained that a petition from ten (10) of the seventeen (17) landowners asking to be omitted from the above referenced improvement has been received. The petition has been checked and approved by the City Clerk. Although the sixty (60) day waiting period has not expired, Mr. Schneider said that this petition has the effect of stopping the improvement as planned. Mr. Schneider explained that it is still possible to develop an improvement project to build the gravity sewer line. The method would be cutting costs and altering the boundary of the improvement project. He noted several areas of cost savings and said that he plans to meet with several of the developers and the school district. Mr. Schneider recommended that the project be re- examined, the scope minimized and move the trunk line further to the north so that the parties wishing to be deleted will be satisfied. Mayor Bisel asked if provisions would be made to bring those signing the petition at a later date when they decide to develop their property. Mr. Schneider said there were provisions. He also noted that when the property to the west and to the east of the school property want to develop, extensions can be made. The costs to those developing at a later date will be the same as any other landowner developing at that time. Council Member Reinert moved to adopt Resolution No. 77 - 90 ordering the preparation of a feasibility study for a project reduced in scope to minimize service to those areas petitioning to be let out of the original Chomonix Trunk project. Council Member Bohjanen seconded the motion. On a roll call vote, motion carried unanimously. PAGE 5 083.
