08-4 <br />COUNCIL MEETING NOVEMBER 13, 1990 <br />Resolution No. 77 - 90 can be found at the end of these minutes. <br />PLANNER'S REPORT, JOHN MILLER <br />Consideration of Concept Plan for Wenzel Property - Mr. Miller <br />explained that this proposed plat is located on the west side of <br />Lake Drive and south of Elm Street. The developer wishes to <br />subdivide the plan for single - family residential purposes with <br />townhomes adjacent to Lake Drive. The DRB has reviewed the concept <br />and has recommended approval with several contingencies. The <br />adjoining neighbors to the west of this proposed subdivision have <br />given their input and a majority are interested in subdividing <br />their back yards if sewer and streets become available. Mr. Miller <br />has asked those opposed to subdividing to petition. No petitions <br />have been received. <br />Mr. Miller noted that the proposed zoning of the single- family area <br />is R -1. It has been noted recently that there is a need for this <br />type of lot in Lino Lakes. There are no areas currently available <br />for multiple family housing in Lino Lakes and the proposed <br />townhomes would rectify this shortage. <br />Mr. Miller explained that the concept plan will be revised to show <br />a street adjacent to the current lots. There will be access to <br />Rice Lake Lane from this street and this matter has been agreed <br />upon with the current property owners. The area planned for <br />townhomes must be rezoned. The DRB was in favor of the townhomes <br />providing there is no definite boundary between the townhomes and <br />the R -1 areas. They also wanted to see plans and elevations for <br />the townhomes. They were opposed to the "army barracks" style of <br />townhomes. The current density proposed for the townhomes is <br />eighty (80) to eighty -six (86). The DRB would like this reduced <br />and they also want to see varying elevation facing Lake Drive. <br />Wetlands are another area of concern. The developer is working <br />with the DNR and the CORP so that possibly the wetlands can be <br />enhanced. <br />Kirk Corson was present to represent the developer, Hokanson <br />Plumbing. He addressed the concern regarding garages. He noted <br />that most units will have a double garage. Mayor Bisel said that <br />he would prefer that the garages be incorporated with the dwelling <br />structure. Upkeep appears to better with attached garages. He <br />also asked that there be overflow parking for guests. <br />Mayor Bisel said he liked the concept and wanted to see the mix of <br />housing.
