163 <br />COUNCIL MEETING DECEMBER 20. 1990 <br />Times were very factual. Council Member Neal noted that the <br />Forest Lake Times reporter attended all Council meetings on the <br />subject and did a very good job of presenting the facts and <br />representing this City. Council Member Neal also referred to the <br />Forest Lake Time article about the Lino Lakes proposed levy. He <br />noted that a straightforward understandable report was given <br />regarding the probable impact to property owners. However, the <br />article appearing in the Circulating Pines appeared to indicate <br />that taxes are going up drastically and this is not true. <br />Council Member Neal told the Council that they should select a <br />legal newspaper that reports news to the public clearly and <br />factually. <br />Council Member Neal also noted that the reporters from the <br />Circulating Pines and the Quad Press did not attend all the <br />meetings and public hearings regarding the proposed 1991 Budget <br />and tax levy. He wondered how they obtained their information. <br />Mayor Bisel said the Council should be concerned about getting <br />the right information to the public and noted that there are <br />different ways of presenting information. Council Member Neal <br />said he felt that the Lino Lakes position regarding the <br />Centerville Police Contract had not been presented at all until <br />the Mayor wrote an editorial letter. <br />CONSIDERATION OF CONTRACT WITH WINSOR FAIRCY ARCHITECTS FOR <br />CENTENNIAL FIRE DISTRICT STATION NO. 2 <br />Mr. Schumacher explained that the staff has been working with <br />Winsor Faircy Architects for about a year to prepare a needs <br />analysis for this City. The needs analysis has been completed. <br />The City has bonded for the construction of the new District <br />Headquarters Fire Station. Since Winsor Faircy is knowledgeable <br />about the City and the proposed project, a contract has been <br />prepared for architectural services for the new building. <br />Council Member Neal moved to sign the contract. Council Member <br />Bohjanen seconded the motion. On a roll call vote, motion <br />carried unanimously. <br />DESIGN REVIEW BOARD REPORT, JOHN MILLER <br />Set Public Hearing Date for a Conditional Use Permit for Ron <br />Birch for Land Reclamation on Property Located Near County Road J <br />(Ash Street) and County Road No. 54 (20th Avenue) for 7:30 P.M., <br />January 28, 1991 - Council Member Bohjanen moved to set this <br />public hearing.
