1 <br />1 <br />1 <br />COUNCIL MEETING FEBRUARY 11, 1991 <br />The Department of Natural (DNR) is refusing to issue a permit for <br />construction of this street because it would be constructed <br />through a natural wetland. The developer of Reshanau Lake <br />Estates South is now replatting his development without a <br />connection to Fox Road and is providing access to his plat <br />through the south part of Birch Woods. <br />Mr. Miller noted that City staff personnel have discussed the <br />vacation of Fox Road in the Colonial Woods subdivision and have <br />raised issues of accessibility to Colonial Woods for emergency <br />vehicles. The staff has also suggested that Fox Road could be <br />extended north from Colonial Woods into the Reshanau Lake Estates <br />South subdivision by "skirting" the wetland. <br />A petition has been received signed by a large number of <br />residents in Colonial Woods requesting that Fox Road be vacated. <br />The Design Review Board has recommended that it be vacated. <br />Mayor Bisel opened the public hearing at 7:30 P.M. <br />Steve Slatten, 6283 Red Maple Lane said that he is concerned <br />because the issue of extending Fox Road has surfaced again. This <br />is against the wishes of the residents of Colonial Woods. He <br />expressed concern regarding the environmental impact the street <br />extension would have on the area to the north of Colonial Woods. <br />He noted that the legislature is working on a bill that would <br />require that there be no net loss of wetland when any particular <br />area is developed. He explained that the DNR has said that the <br />road will not be extended across the wetland and the developer is <br />now in the process of redesigning his plat. Mr. Slatten said the <br />neighborhood does not want the road and the developer does not <br />want the road. He said if government is truly "of the people, by <br />the people and for the people" keep his neighborhood as it is. <br />Doug Kruse, 6263 Red Maple Lane asked if anyone has considered <br />the safety of the neighborhood. He noted that children play <br />freely in the street. If Fox Road were constructed, it would <br />provide a convenient traffic pattern to Ware Road and then to Ash <br />Street. <br />Ron Conway, 6280 Red Maple Lane noted that many residents were <br />present tonight and asked that they stand up to demonstrate to <br />the Council that they were all opposed to the construction of Fox <br />Road. <br />Steve Palmquist, 6216 Red Maple Lane noted that 62nd Street would <br />still be the direct route for emergency vehicles even if Fox Road <br />were constructed.
