241 <br />COUNCIL MEETING FEBRUARY 11, 1991 <br />Council Member Reinert noted that at another meeting, someone had <br />mentioned that they would not be opposed to allowing the Fox Road <br />easement to remain but for utility purposes only. In addition, <br />there was mention of using the easement for a bike path. He <br />noted that this would require going through the wetlands. <br />Council Member Reinert said that there is no data available from <br />the Police or Fire Departments regarding emergency situations. <br />He asked for this information. Council Member Reinert also noted <br />a grass fire that was started on Ash Street and burned very close <br />to the Colonial Woods subdivision. He asked if the residents <br />were not somewhat concerned about this happening again and maybe <br />having 62nd Street blocked by the fire. <br />Mr. Kruse said that he thought the developer of Reshanau Lakes <br />Estates South would allow access to the area that would burn. He <br />noted that there will be development to the west with other <br />access streets for emergency vehicles. Mr. Kruse said that Fox <br />Road would be the fastest route to the cities for all the <br />residents of the subdivision under construction to the north of <br />Colonial Woods. <br />Mayor Bisel said that he was concerned about providing utility <br />service to the Colonial Woods area and also concerned about the <br />safety of the neighborhood. He asked that the Fire Chief and <br />Police Chief address this matter. <br />Mr. Schumacher explained that there was a full staff meeting on <br />this issue. He noted that several department heads were <br />concerned about the matter and they all felt other options were <br />available. The City Planner is looking at directing the <br />developer of Reshanau Lake Estates South to work with the DNR to <br />see if there is an alternate way to get to Fox Road. Mr. <br />Schumacher suggested that this matter be tabled until the staff <br />can see what the replat is going to look like. <br />Council Member Neal asked what liability does the City incur if <br />someone has a heart attack and it takes the ambulance a long time <br />to get to the scene and the person dies. Council Member Reinert <br />asked that the residents understand that the Council must be <br />concerned about the health and welfare of the Colonial Woods <br />neighborhood. Mr. Kruse said he would like to see statistics of <br />the increase in accidents because the area will become a high <br />traffic area. <br />Mr. Slatten, 6283 Red Maple Lane said that the neighborhood <br />appreciates the concern of the Council for public safety. <br />However, he said he felt the Council should dwell on something <br />that is more likely to happen and that is the traffic safety if <br />the street is constructed. <br />PAGE 5 <br />1 <br />
