Motion <br />carried unanimously. <br />Council Member Bohjanen moved to table this matter indefinitely <br />and renotify all residents when the matter is considered again. <br />Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />PLANNER'S REPORT <br />Resolution No. 11 - 91 Receiving a Report and Authorising a <br />Feasibility Report for Lake Amelia Estates - Mr. Miller explained <br />that Mr. Birch wishes to build forty (40) high value town houses <br />on the east shore of Lake Amelia. He has submitted a concept <br />plan which will be reviewed by the DRB next week. A <br />comprehensive plan amendment, a rezone, a site plan and a utility <br />agreement with White Bear Township must be completed before his <br />plans can proceed. Mr. Birch wishes to do several of these <br />things at the same time and he also recognizes that he has some <br />risk in doing this. He has deposited an escrow of $3,000.00 with <br />the City to pay for a feasibility report. The information gained <br />from the preparation of this report will be useful to the City <br />even if the project is not completed. <br />Council Member Neal moved to approve Resolution No. 11 - 91. <br />Council Member Bohjanen seconded the motion. On a roll call <br />vote, motion carried with Council Member Kuether abstaining. <br />Resolution No. 11 - 91 can be found at the end of these minutes. <br />PUBLIC HEARING, PRELIMINARY PLAT, LAKE CREST, VARIANCE REQUEST <br />Mr. Boxrud explained that this preliminary plat is located at the <br />southeast corner of Reshanau Lake and north of Birch Street. The <br />preliminary plat has been reviewed by the DRB and this Board has <br />recommended its approval as well as the approval of the variance <br />for the long cul -de -sac. Mr. Boxrud noted that the plat is zoned <br />Single Family Residential (R -1) and is governed by the Shoreland <br />Management Ordinance. Access to the town home located in the <br />area will be revised to the cul -de -sac. <br />The grading plan has been refined and includes a pond located on <br />the northeast corner of the plat. The Public Works staff has <br />located the storm sewer outlet to confirm the size and elevation. <br />Finalization of the design of this pond should result in an <br />appropriately reduced flow rate to the storm sewer system before <br />discharging to Reshanau Lake while also providing the opportunity <br />for sediment to be removed in the ponding area. The remaining <br />ponding issue is whether or not this should be a wet pond or a <br />PAGE 6 <br />
