Mr. Boxrud noted that a wet pond is most desirable if <br />the residents in the area do not object. <br />Mr. Boxrud explained that four (4) of the lots will have <br />driveways exiting onto Birch Street. Two (2) driveways will come <br />together at Birch Street so that it will appear that there are <br />only two (2) driveways exiting on Birch Street serving the four <br />(4) lots. This matter has been approved by the Anoka County <br />Highway Department. Council Member Reinert expressed concern <br />because of the high traffic volume on Birch Street. Council <br />Member Neal asked if a frontage road could be constructed. Mr. <br />Boxrud said that a frontage road would not be feasible in this <br />location. <br />Mayor Bisel opened the public hearing at 8:13 P.M. <br />Thomas Sobetski, 6650 East Shadow Lake Drive said that there are <br />no ten (1) foot easements shown on the lots adjoining this plat. <br />He asked what the pond has to do with these easements. Mr. <br />Boxrud explained that all existing easements on the adjoining <br />plat will remain. He also noted that drainage from the new plat <br />will be directed away from the existing lots. Mr. Boxrud <br />explained that the pond should help reduce the use of these <br />easements since the pond will be deeper and receive the runoff. <br />Tom Wall, 998 Lantern Lane expressed concern regarding <br />controlling the level of the pond. He said he did not want it to <br />overflow in to his backyard. Mr. Boxrud explained that the <br />ponding system is designed to go north to Reshanau Lake. The <br />proposal is to dig the pond deeper and to clean out the partially <br />blocked storm sewer leading to the lake. <br />Gary Jorgensen, owner of the town homes at 6651/6653 Reshanau <br />Lane asked why the access to the town homes was being changed. <br />He said he would like to keep it as it is now. Mr. Miller <br />explained how the current driveway came into existence and <br />explained that the best option for the town homes is to exit onto <br />the new cul -de -sac. Mr. Jorgensen asked if he would be required <br />to participate in the cost of constructing the cul -de -sac. Mr. <br />Miller said probably since the cul -de -sac will benefit his <br />property. This matter will be resolved when the developers <br />agreement is prepared. <br />Mike Swanson, 985 Birch Street explained that this plat surrounds <br />his home. His home is currently served by a septic system which <br />must be pumped every year. Mr. Swanson asked if he will have <br />additional problems with his septic system. Mr. Boxrud explained <br />that this proposed plat will be served by municipal sewer and <br />water and there will be better control of the surface water in <br />the area.
