1 <br />1 <br />1 <br />COUNCIL MINUTES FEBRUARY 25, 1991 <br />Council Member Reinert moved to have the City Administrator work <br />with the seller to extend the option agreement and then during <br />that period of time, open negotiations to put together a purchase <br />agreement contingent upon the finds of the Comprehensive Park <br />Plan. Council Kuether seconded the motion. On a roll call vote, <br />motion carried unanimously. <br />OLD BUSINESS <br />Lake Drive /Highway #49 Intersection - Council Member Neal asked <br />where this improvement is at this time. Mr. Boxrud said the <br />County and the State are ready for completion of the improvement <br />in 1991. However, the developer has not met his deadlines and he <br />will be told that the City is halting all activity on this matter <br />until he meets his deadlines. Council Member Neal suggested that <br />the City forget about the re- alignment of the streets and put a <br />traffic signal at the current intersection. Mr. Boxrud said that <br />this would not address the concerns in this area. We currently <br />have a proposal that satisfies all agencies concerned in the <br />matter. <br />Mr. Schumacher explained that the developer is working with two <br />(2) other developers and the project is not dead. <br />NEW BUSINESS <br />Set Public Hearing for Monday, March 25, 1991, 7:00 P.M. To <br />Change the Designation of the 1989 Community Development Block <br />Grant Funds - Council Member Reinert moved to set this public <br />hearing. Council Member Kuether seconded the motion. Motion <br />carried unanimously. <br />Consideration of Volunteers of America Week Proclamation - Mayor <br />Bisel explained the purpose of the proclamation. Council Member <br />Reinert moved to adopt the proclamation. Mayor Bisel seconded <br />the motion. Council Member Neal said he could not support the <br />proclamation and noted that congregate dining had been moved from <br />this City to Ham Lake by the Volunteers of America. He explained <br />that they were offered money to remain in the City but left <br />anyway. Mayor Bisel explained that the proclamation calls <br />attention to the aspect of volunteerism in America. Council <br />Member Neal said he had investigated the claims of this <br />organization and felt he could not support the proclamation. On <br />a roll call vote, motion passed with Council Member Neal voting <br />no. <br />This proclamation can be found at the end of these minutes. <br />Resolution No. 16 - 91 Supporting Detachment and Annexation of <br />Lynda Peterson Property - Mr. Miller explained that Ms. Peterson <br />PAGE 10 <br />274 <br />
