269 <br />COUNCIL MINUTES FEBRUARY 25, 1991 <br />Mayor Bisel opened the public hearing at 7:17 P.M. There was no <br />one in the audience to speak for or against this matter. Council <br />Member Reinert moved to continue this public hearing until March <br />11, 1991 t 7:00 P.M. Council Member Neal seconded the motion. <br />Motion carried with Council Member Kuether abstaining. <br />INFORMATION MEMORANDUM ON ANIMAL CONTROL SERVICE, CHIEF DEAN <br />CAMPBELL <br />Chief Campbell explained that there was some concern regarding <br />animal control and in particular the policy regarding cats was <br />expressed at the last Council meeting. This memorandum is <br />intended as information to let the Council know that cats are not <br />a significant problem at this time. Chief Campbell explained <br />that if a problem with cats does occur he would propose an <br />ordinance amendment. <br />The Council did not have any further questions and Mayor Bisel <br />thanked Chief Campbell for the information. <br />DESIGN REVIEW BOARD REPORT, JOHN MILLER <br />Consideration of the Preliminary Plat for Oak Brook Peninsula. - <br />Mr. Miller explained that this is a sensitive issue and was <br />carried over from the January 28, 1991 Council meeting. He said <br />that not all issues have been resolved and he would like to be <br />sure that everything is completed before the Council considers <br />this matter again. The one (1) issue to be resolved involves the <br />crossing of the channel. Should it be crossed by bridge or <br />culvert. Council Member Reinert moved to table this item until <br />March 25, 1991 to allow time to get all issues resolved. council <br />Member Neal seconded the motion. Motion carried unanimously. <br />Mayor Bisel noted that he would out of town for the March 25, <br />1991 Council meeting. <br />Review of a Concept Plan for Ron Birch for Lake Amelia Estates <br />(town homes) and Establishing a Public Hearing Date for a <br />Comprehensive Plan Amendment to Permit Town Homes for March 25, <br />1991, 7:15 P.M. - Mr. Miller asked Mr. Boxrud to present this <br />matter to the Council. Mr. Boxrud explained that the proposed <br />development is along 20th Avenue, just north of Ash Street <br />(County Road J) in the area formerly known as the gravel pit. <br />The area consist of approximately 20 acres. There is sewer <br />capacity in the White Bear Township system for development in <br />Lino Lakes to the extent of 268 dwellings. The concept plan <br />shows development of 40 town home units. They would be developed <br />in two (2) phases. The developer has reached a general agreement <br />with the DNR regarding setback requirements from the lake and on <br />the density of the dwellings.
