The DRB considered the concept <br />plan and has recommended approval with changes in the street <br />pattern as recommended by the city engineer. The DRB also <br />recommended a Comprehensive Plan Amendment to provide for MUSA <br />boundary changes and rezoning for town homes. <br />Mr. Boxrud provided a comparison of the Wenzel Farms development <br />to the Lake Amelia development. The density of the Lake Amelia <br />town home proposal is 40 units on 20 acres and the density of the <br />Wenzel Farms town home proposal is 75 units on 19 acres. The <br />price range for the units at Lake Amelia is from $175,000.00 to <br />$200,000.00. The Wenzel Farms town homes will start at <br />$80,000.00. <br />Mr. Boxrud explained that the developer of Lake Amelia Estates <br />would like to do several stages of his development concurrently. <br />He is hopeful of beginning construction yet this year. The <br />developer is aware that any one of several things could kill the <br />project. <br />Mr. Ron Birch, developer of Lake Amelia Estates told the Council <br />that he has met with the Park Board, the DRB and the DNR. He <br />noted some areas that the DRB would like revised. Mr. Birch said <br />he is trying to keep the density low. The buildings will be <br />large and there will be a lot of open space. A berm is being <br />constructed along 20th Avenue to reduce traffic noise on the <br />freeway. Parking along the streets is being addressed at this <br />time. <br />Mr. Birch said that there will be common areas for residents to <br />use, however a park is not included in his development. He would <br />prefer to donate cash in lieu of park land. Mr. Birch noted that <br />the targeted resident for his development is the "empty nester" <br />and therefore felt park land dedication would not be appropriate. <br />Council Member Reinert asked about the quality of the town home <br />units. Mr. Birch explained that he is working with several <br />people and expects the units to average from 1700 to 1800 square <br />feet. The units will be ramblers with walk -out basements. Some <br />units may have lofts. There may be some two (2) story units and <br />some one and one half (1 1/2) story units. <br />Council Member Kuether asked Mr. Birch if he was aware of <br />problems encountered by other builders of similar town homes. <br />Mr. Birch said he was aware but, felt he was structuring his <br />development to avoid these problems. <br />Mr. Boxrud addressed the Comprehensive Land Use Plan Amendment <br />issue. He noted that there must be an inter - municipal agreement <br />between White Bear Township and Lino Lakes to provide sanitary <br />PAGE 6 <br />270 <br />
