Mr. Boxrud explained that it now <br />appears that there will have to be 268 dwelling units available <br />for assessments to make the extension of services feasible. He <br />is currently identifying buildable acreage and will address this <br />in the feasibility report. <br />Mr. Boxrud said that he assumes if Lino Lakes asked that 268 <br />acres in the Lake Amelia area be included in the Lino Lakes MUSA <br />boundary, Metro Waste Control is going to want to delete a like <br />number of acres from the current MUSA boundaries. Mr. Boxrud <br />suggested that this could come from the southeast corner of Lino <br />Lakes. <br />Mr. Schumacher suggested that the Comprehensive Land Use Plan <br />Amendment process could be lengthy and should be paid for by the <br />developer. He asked that Mr. Boxrud make sure that municipal <br />services are available to the site before the amendment process <br />is begun. Mr. Boxrud explained that he has already initiated <br />conversations with White Bear Township and with Metro Waste <br />Control. He has been told that the Amendment may take only ten <br />(10) days since it is not a major revision of the Plan. It may <br />not go before the entire Metro Council. Mayor Bisel said he <br />would like to make sure that this improvement will go before the <br />Council asks for a Comprehensive Land Use Amendment. He also <br />said he would like all of the information available so that both <br />the Comprehensive Plan Amendment hearing and the improvement <br />hearing can be held at the same time. <br />After discussing what dates would be appropriate to set the <br />public hearing for the Comprehensive Land Use Amendment and the <br />public hearing for the improvements, Council Member Kuether moved <br />to accept the feasibility plan and set the public improvement <br />hearing for April 8, 1991. There was no second to this motion. <br />Mr. Boxrud said he felt it was premature to set this public <br />hearing. It was decided to wait until the March 11, 1991 Council <br />to set the public hearing for the Comprehensive Land Use Plan <br />Amendment and for the public improvement hearing. The hearings <br />may be set for April 8, 1991. <br />Council Member Reinert moved to accept the concept plan for Lake <br />Amelia Estates. Council Member Kuether seconded the motion. On <br />a roll call vote, motion carried unanimously. <br />Set a Public Hearing for Interchange Feasibility Plan for March <br />25, 1991, 7:30 P.M. - Council Member Reinert moved to set this <br />public hearing.
