- 098 <br />COUNCIL MEETING DECEMBER 12, 1988 <br />Dan Petz, 6144 Laurene Avenue asked if sewer would be going <br />through Rohavic Oaks and would his home be affected. Mr. <br />Stahlberg said no and showed the proposed route of the <br />sewer. <br />Tom Connoy, 6312 Baldwin Lake Road asked if there would be a <br />cul -de -sac at the dead end of the street going west in <br />Woodridge Estates. Mr. Stahlberg said no, that possibly <br />this street would someday be extended to Baldwin Lake Drive. <br />There will be a temporary cul -de -sac. Mr. Connoy said that <br />his property will never be developed as Mr. Stahlberg has it <br />platted and he felt the developer should be required to put <br />in a permanent cul -de -sac. Mr. Bisel explained that this is <br />just a ghost plan showing a possible layout and explained <br />the problems involved when a permanent cul -de -sac has to be <br />removed. Mr. Miller said that putting in a permanent <br />cul -de -sac would be contrary to development policy of this <br />City. <br />Mr. Wierseman, 6220 Baldwin Lake Drive said he moved to Lino <br />Lakes for the space and feels wiped out because of the <br />planned road. He asked that a permanent cul -de -sac be <br />installed. Mayor Benson said that the Council must look <br />beyond the plat if they are going to be a responsible <br />Council. There is nothing here that says any of the <br />adjacent landowners must develop their land. Mr. Wierseman <br />said he has heard that the City is going to condemn property <br />for this road. Mayor Benson said this is not true. <br />Dennis Hatton, 6153 Hodgson Road asked when Ash Street, <br />County Road J is going to be upgraded. Mayor Benson said <br />that the County does not know when this will happen. At <br />this point, Ramsey County is saying it is not used enough. <br />Anoka County Commissioner Langfeld wants it developed now as <br />does the Mayor of Shoreview. <br />Mrs. Havlisch said that values would be decreasing on double <br />frontage lots and noted that if homes are sold FHA, the <br />assessments have to be paid. Mr. Hawkins-said that there <br />will be no levied assessments and therefore there will be <br />nothing to pay. She asked what is the chance the Council <br />will change its policy regarding assessments. Mayor Benson <br />said he did not know because a new Council has the ability <br />to change policies. <br />Mr. Hatton referred to the .area northeast of Woodridge <br />Estates and Mr. Stahlberg's suggested layout of lots and <br />streets.
