COUNCIL MEETING <br />DECEMBER 12, 1988 <br />He also outlined the route the sewer and water utilities <br />would take to service this subdivision. Department of <br />Natural Resources permits, Rice Creek Watershed District <br />permits and CORP of Engineers permits will be required. He <br />explained that the CORPS of Engineers will require a final <br />grading plan because they are concerned about the fill <br />required in some lots. Anoka County Highway Department has <br />reviewed the plat and has asked for additional right -of -way <br />along Ash Street. <br />Mr. Stahlberg explained that there has been several meetings <br />with area residents regarding this plat and the possible <br />development of land adjacent to the plat. Mr. Reinert asked <br />that this not become another 2nd Avenue problem and asked <br />Mr. Stahlberg to be sure of soil conditions where streets <br />and utilites are planned. <br />Mr. Miller explained that the street leading out of the plat <br />to the north has caused some concern with area residents. <br />The Planning and Zoning Board addressed this concern and <br />suggested that the road not be completed until 75% of the <br />homes are constructed in the plat. <br />Rich Carlson, owner of the subdivision explained that the <br />Park Board has not yet made a decision as to what the park <br />dedication will be. He is working with them on this matter. <br />Howard Lundgren, 6153 Laurene Avenue asked if Laurene will <br />dead end or if an extension is going to be made to Linda. <br />Mr. Stahlberg said it will not dead end. <br />Becky Havlisch; 289 Rohavic Lane thanked Mr. Miller, Mr. <br />Stahlberg and the City staff for meeting with the area <br />residents. Mrs. Havlisch said she felt that a resolution <br />had not been reached. She said she was against both the <br />extension of sewer into her area and the proposed road from <br />the Woodridge subdivision. It is felt that if utilities are <br />needed for this subdivision, they should -come from Shoreview <br />and not come through their neighborhood. ' In addition she <br />said that they had not been able to get assessment figures <br />and this would help a lot so that they could determine how <br />this will affect the current residents financially. Mrs. <br />Havlish continued to read from prepared notes regarding <br />property values, the street that would be extended north <br />from the subdivision, and the number of fire and ambulance <br />calles and what route they would take to get to the new <br />subdivision.
