1 <br />1 <br />1 <br />COUNCIL MEETING DECEMBER 12, 1988 <br />provide the sewer easement providing the road would not be <br />constructed in the same location but the City is still <br />insisting on a northern access road. She asked if the City <br />would consider not installing the northern access road until <br />75% of the new homes in Woodridge Estates is completed. <br />Mrs. Havlisch addressed the area to the northeast of <br />Woodridge Estates where Mr. Stahlberg has drawn a possible <br />cul -de -sac. The area was under water three years ago until <br />mid July and said she was concerned as to whether or not <br />this area was buildable. This cul -de -sac would result in <br />some lots on Schlavin Court having double frontages. She <br />noted that the area residents never realized that <br />development would cross the water department easement and <br />she said that the area residents are depending on the <br />Council as elected officials to protect their neighborhood. <br />Mr. Stahlberg explained that subdivision regulations change <br />from time to time and under the current regulations one acre <br />lots such as those in Mrs. Havlisch's area are not allowed. <br />Mr. Stahlberg also addressed the issue of providing utility <br />service to Woodridge Estates from Shoreview rather than <br />extending the Lino Lakes facilities from Birch Street. Mr. <br />Stahlberg explained that if the connections to Shoreview are <br />allowed, Lino Lakes would be paying Shoreview forever. The <br />Lino Lakes system is small and will never grow if <br />connections are made to adjoining communities. Mrs. <br />Havlisch said that it appears there will be no winners in <br />this situation. <br />Mr. Bisel addressed the proposed road going north from the <br />Woodridge Estates plat. He felt the road was necessary for <br />safety reasons. He noted that both the Chief of Police and <br />the Fire Chief like to have two exits from a subdivision. <br />Bob Lichtscheidl, 6259 Laurene Avenue said that he has spent <br />about $6,000 in the last two years for a new well and septic <br />system. He did not feel that municipal utilities would <br />increase the value of his property. He said he would be <br />subsidizing the people in the new development. In addition, <br />he noted that Mr. Howard of Baldwin Lake Court has purchased <br />the Webster property and will be requesting a rezone of that <br />property for the extension of the Court. He also said he <br />felt the utilities should be extended from Shoreview. <br />Arlyn Wierseman, 6220 Baldwin Lake Drive asked about the <br />proposed east /west road extending from the new subdivision <br />through his property.
