COUNCIL MEETING DECEMBER 12, 1988 <br />Wierseman is not required to have this road installed, it is <br />placed on the map to show the possible layout of streets <br />when the area is completely developed. Mr. Wierseman also <br />noted that the area north of his property is not develped as <br />layed out on the map. Mr. Stahlberg explained that this is <br />one possible layout and this is done to be sure that no <br />property is isolated. The City is not telling the landowner <br />that he must develop, it is just showing what can be done. <br />Thomas Brunner, 270 Linda Avenue said he owns approximately <br />one acre of land and asked why the City cannot find access <br />to Highway #49 from another location rather than Linda <br />Avenue. He noted a possible access point about one - fourth <br />of a mile south of Linda Avenue through the Wesley Jensen <br />property. Mr. Stahlberg noted that the Jensen property was <br />zoned for commercial use and it is normal to keep the <br />residential traffic isolated from the commercial traffic. <br />Mary Ann McDougal, 6116 Baldwin Lake Drive said she had <br />three concerns: 1) the road bordering the east boundary of <br />her property. She asked if she sold her land, would she be <br />assessed for services and what would be the cost per front <br />foot. Mr. Stahlberg explained that the present policy is <br />that there is no assessment until the property is connected <br />to services and if the land is developed later, the <br />developer pays the assessments. The costs have been running <br />from $11,000 to $13,000 per regular city sized lots. <br />Assessments on corner lots are some what larger since they <br />usually are larger lots with larger frontages. The <br />connection charge and the area charge is the same for any <br />sized lot. <br />Ms. McDougal's.second question concerned runoff from the <br />Woodridge Estates plat. She noted the creek that runs from <br />Woodridge Estates onto her property and asked that this <br />creek be moved to the property boundary rather than through <br />her preperty. Mr. Stahlberg said this could be done. Ms. <br />McDougal was also concerned about the ditch running onto her <br />property from the north. Mr. Stahlberg explained that the <br />RCWD requires that neighboring properties. cannot dump water <br />onto the adjacent property at a faster rate than what is <br />occuring natually. If the area to the north is developed, <br />controls would be required to keep the flow at it's current <br />rate. <br />Ms. McDougal noted Mr. Stahlberg's concern regarding not <br />creating landlocked parcels. She suggested placing an <br />easement of the west property line of Woodridge Estates so <br />PAGE 9 <br />
