1 <br />1 <br />COUNCIL MEETING DECEMBER 27, 1988 <br />and Zoning Board and both committees have recommended that <br />the request be denied because it does not meet the <br />requirements of the zoning ordinance regarding findings of <br />fact regarding the granting of a CUP. The EDC members felt <br />that billboards at those locations were not compatible with <br />development plans for those areas. <br />Mr. John Badger and Mr. Bob Graiziger representing Adams <br />Outdoor Advertising showed pictures of signs erected around <br />the twin city area and presented maps showing the sites of <br />the proposed billboards. Both explained that they felt the <br />applications met all requirements of the Sign Ordinance. Mr. <br />Bodger explained that Adams Outdoor Advertising wants to see <br />Lino Lakes develop and would be willing to remove the signs <br />upon development of the properties. Mr. Bodger noted that <br />precidence has been set by the issuing of CUP for other <br />signs within one quarter of a mile of both sites. Mr. <br />Miller explained that the signs do meet the requirements of <br />the Sign Ordinance, however the request does not meet all of <br />the nine (9) findings of fact for approval of a CUP. In <br />addition, the EDC felt that the signs would not be conducive <br />to development. <br />Mr. Bohjanen asked if a sign on the property would deter <br />prospective buyers from purchasing the land. Mr. Bodger and <br />Mr. Graiziger felt the signs would not be a determent. <br />Mr. Reinert asked why the other sign requests in the area <br />meet requirements and these two signs do not. Mr. Miller <br />did not know but explained that these two sites are the most <br />sensitive sites in Lino Lakes and the City is looking at a <br />great deal of development activity in both areas and <br />currently the areas are open with little strings attached. <br />Mr. Miller explained that he has been very upfront with <br />Adams Outdoor Advertising advising them that this <br />application would probably be denied and also asked if they <br />wished to withdraw their application. Mr. Reinert asked Mr. <br />Rodger and Mr. Graiziger if they were aware of the <br />sensitivity of the area. Mr. Bodger said the Mr. Miller has <br />made them aware. <br />Mr. Bisel explained how the EDC has looked at the entire <br />City and has put together a plan for economic development. <br />Also, they have recommended zoning changes to the Council <br />and this has been accepted by the Council. The <br />Comprehensive Land Use Plan has also been revised to include <br />the recommendations of the-EDC. There is no problem with <br />PAGE 2 <br />07 <br />
