Mr. Badger asked if this <br />thinking should also apply to the other signs in the area? <br />Mayor Benson noted that Adams Outdoor Advertising would <br />consider removing the signs when the property is developed. <br />The problem is who will remove the signs and how can the <br />City be assured that the signs will be removed. Mr. Bodger <br />said it is easy to remove the signs and the process would <br />take about a day to two days to complete. Mayor Benson asked <br />if they felt it would make it more difficult to sell the <br />property with the signs erected. Mr. Miller explained a <br />couple of cases in point and noted the Highway #65 corridor <br />in Blaine where the City has had little success in making <br />the area more attractive. Mayor Benson asked Mr. Bodger to <br />look for other areas within the City for the placement of <br />the signs. <br />Mr. Bodger said that everyone is entitled to their opinions <br />regarding whether the signs would be determental to <br />development in these areas. However, he felt denial of his <br />request did not make sense if the sign met the conditions of <br />the Sign Ordinance. Mr. Bisel explained that the zoning has <br />been changed and this does affect the issuance of the CUP. <br />Mr. Hawkins explained that if the Council does deny the <br />request, a resolution should be prepared outlining the <br />specific findings, put together by sections of the ordinance <br />to support the critera of the ordinance and this should be <br />brought back to the Council for final approval. <br />Mr. Reinert and Mr. Bisel both agreed with the City Planner <br />and asked that Adams Outdoor Advertising look at another <br />area of the City for their signs. <br />Mr. Bisel moved to direct the staff to prepare a resolution <br />outlining the two and one half finds of fact to this case <br />and submit the resolution to the Council on January 9, 1989 <br />for denying this application. Mr. Reinert seconded the <br />motion. Mr. Bodger asked if the Council would consider an <br />alternative plan. The Council did not consider this <br />request. <br />Mr. Bisel called for the question. Mr. Bohjanen, Mr. Bisel <br />and Mr. Reinert voted aye, Mr. Neal voted no and Mayor <br />Benson abstained.
