A resubdivision
plan has been submitted. The Planning and Zoning Board (P &
Z) has recommended approval of both the variance and the
minor subdivision requests.
Mayor Benson asked if a variance request similar to this has
ever been submitted to this Council. Mr. Miller explained
there probably have been similar requests however in this
case, even though one parcel is substandard in size this was
never a full quarter /quarter. Mr. Reinert said he wanted to
be sure that everyone is treated equally before this
Council. Mr. Miller explained that the P & Z Board wanted
to follow the intent of the Ordinance as close as possible.
Mr. Bisel moved to grant a minor subdivision as outlined in
P & Z application 88 - 39 as per recommendation by the P & Z
for three ten acre parcels and one nine and one tenth acre
parcel along with a ghost plat. Mr. Bohjanen seconded the
motion. Motion carried unanimously.
Mr. Bisel moved to grant a variance as outlined in the P & Z
application No. 88 - 40 because the request meets six
findings of fact and subject to the recommendations of the
City Planner and the P & Z Board. Mr. Bohjanen seconded the
motion. Motion carried unanimously.
PLANNER'S REPORT - JOHN MILLER
Resolution No. 89 - 88 Ordering Feasibility Report for Lake
Drive and Main Street Area Improvements - Mr. Miller
explained that he, Mr. Stahlberg and Mr. Schumacher have
been meeting with property owners in the northwest area of
Lino Lakes discussing their request for extension of utility
services to their area. He showed the area on the overhead
projector. Mr. Miller noted Mr. Crohn's request.
Petitions have been received from all the landowners noted
on the map. There are about 600 acres involved in this
project. The discussions have turned to'financing the
improvement so that a feasibility report Will have to be
prepared to determine approximate costs. After this
information is received, those landowners no longer
interested in the improvement can petition out of the
project and it will be determined if it is feasible to
continue. Mr. Miller also noted that petitions have been
received from people who own large parcels. In addition
PAGE 4
109
