1 <br />COUNCIL WORK SESSION JANUARY 17, 1989 <br />putting utilities under the freeway. The Council can then <br />make a decision regarding Elm Street after this cost figure <br />is know. <br />Mr. Reinert asked the staff to determine how old septic <br />systems are along Elm Street. He noted that possibly many <br />are old and will need upgrading. He suggested that maybe the <br />residents would rather replace them with city services. He <br />suggested that the staff hold another neighborhood meeting on <br />Elm Street and explain the importance of Elm Street in terms <br />of getting utility services to other sections of Lino Lakes. <br />Also they should know how this will impact them directly. <br />Mr. Bisel asked Mr. Stahlberg to prepare an overall plan and <br />cost estimate for the Elm Street area to Lake Drive and north <br />to 35W. He said he feels the 7th Avenue extension would be <br />his first alternative and West Shadow Lake Drive would be his <br />second alternative. Mr. Volk said that it may help to sell <br />the Elm Street project by delaying the bulk of the <br />assessments until the end of the assessment period. <br />Mayor Benson said if Elm Street is not a viable project his <br />choice would be: 1) West Shadow Lake Drive; 2) 7th Street <br />South; and 3) the street between Otter Lake Road and Bald <br />Eagle Blvd. Mr. Volk noted that if West Shadow Lake Drive is <br />not improved now there will be a need for major rebuilding in <br />the next three to five years. Mr. Reinert said this should <br />be pointed out to the residents. <br />HIGHWAY #49 AND LAKE DRIVE <br />This area was briefly discussed. It was noted that this <br />should be addressed by Anoka County and the State. Some <br />traffic patterns were discussed. <br />WEST SHADOW LAKE DRIVE <br />Mayor Benson asked that this be placed on the next Council <br />agenda. <br />DRAINAGE <br />Mr. Stahlberg has prepared and given' to the Council a <br />Comprehensive Storm Drainage Plan for a portion of Lino <br />Lakes, Cost Estimates for Ditch Cleaning for a ditch from <br />Birch Street north to Reshanau Lake, Cost Estimates for Ditch <br />Cleaning for a ditch from Main Street northwest to Wood Duck <br />Trail and northeast to the east plat line, and Cost Estimates <br />for Ditch Cleaning fora ditch from Main Street south to 35W. <br />He explained easements would be needed as well as permits and <br />field surveys. There was discussion regarding asking Rice <br />Creek Watershed District (RCWD) to participate in the ditch <br />cleaning and /or costs. Mr. Volk said his first priority woul <br />d be the ditch north from Birch Street to Reshanau Lake. <br />g9 <br />
