1 <br />COUNCIL MEETING JANUARY 23, 1989 <br />1989 at 3:00 P.M. to set the standards for the <br />representatives and to appoint the representatives. Mayor <br />Benson asked that each Council Member submit their ideas to <br />Mr. Schumacher as soon as possible. <br />PUBLIC HEARING - IMPROVEMENT, WOODRIDGE ESTATES <br />Mayor Benson opened the public hear at 8:12 P.M. <br />Mr. Stahlberg explained the scope of the improvement project <br />for Woodridge Estates using the overhead projector. He noted <br />that the sewer utility will be brought to the subdivision <br />from the Baldwin Lake lift station and the water utility will <br />be brought from the trunk water main at the intersection of <br />Birch Street and Hodgson Road. Both utilities will run south <br />down Laurene Avenue to Linda Avenue and then west to a new <br />north /south street to be named Oakwood Avenue. Mr. Stahlberg <br />explained that there would be no street construction north of <br />the subdivision until 80% of the Woodridge Estates <br />development is completed. There will be replacement of <br />current established streets. <br />The improvement will be funded by assessments against <br />Woodridge Estates. Property outside of the improvement will <br />not be assessed. Property owners adjacent to the utility <br />lines can petition for the improvement. The property owners <br />have been advised of what the connection charge would be if <br />they decide to petition for the improvement. The figures <br />quoted to the residents include the cost of replacing the <br />street where streets currently exist. <br />Mr. Stahlberg explained that construction is scheduled to <br />begin in May with expected completion near the time of the <br />Parade of Homes event. He also noted that 80% of the homes <br />shall be completed before the final lift of bituminous is <br />installed. <br />Ken Tritten, 6221 Laurene Avenue said he thought the <br />improvement looked sound and would be a real benefit to the <br />City and he did not mind new neighbors. He noted that his <br />assessment /connection charge would be $8,548.00 and asked if <br />there would be additional charges for replacing the street. <br />Mr. Stahlberg explained this figure included the cost of <br />replacing the street. <br />Steve Ernster, 6231 Laurene Avenue asked what other costs <br />would be involved in hooking up to the facilities. Mr. <br />Stahlberg explained there is a SAC cost if your residence has <br />not previously paid SAC, plus the plumbing costs and the cost <br />of running the utilities from the hookup in the street to the <br />house, <br />Becky Havlisch, 289 Rohavic Lane asked what the margin of <br />error is on cost figures.
