tau. COUNCIL MEETING <br />JANUARY 23, 1989 <br />close, within 5% to 10 %. These figures will be finalized <br />after the contract has been awarded. He also explained that <br />the resident has the option of paying the total connection <br />charge now or spread the cost over the next fifteen years on <br />the property tax. <br />Mrs. Havlisch asked how the recent change in the manner City <br />bonds are sold will affect this improvement. Mr. Bisel said <br />it will help. It just makes it easier for the City to sell <br />bonds. <br />Ted Mattki, engineer for Rick Carlson explained that he is <br />planning to do some surveying on Tuesday and will enter upon <br />property adjoining Woodridge Estates on the west and on the <br />south. He was advised not to do this at this time and to <br />contact Mr. Schumacher regarding the policy of notifying the <br />affected landowner by letter. <br />Mr. Bob Hulse, 258 Rohavic Lane asked about the green pipe <br />that was originally planned to be laid to drain an area that <br />affects his lot. Mr. Stahlberg explained that Mr. Mattki <br />will determine if this pipe is needed. Mr. Hulse explained <br />that this area currently is draining toward Baldwin Lake. <br />Reginald Giacomini, 6143 Laurene Avenue asked about the force <br />main that runs through his property. Mr. Stahlberg explained <br />that the City is telling Metro Waste Control that the main is <br />inadequate and must be updated. He felt that if it were <br />replaced it would run in the same easement that it is now in. <br />Mrs. Havlisch asked if the current residents feel the <br />assessments /connection charges are to high, at what point do <br />the residents challenge the costs. Mr. Burke explained the <br />benefit must increase the value of the property equal to the <br />cost of the improvement. He outlined the steps property <br />owners could take, but only if they were assessed. (The <br />properties outside of Woodridge Estates will not be <br />assessed.) <br />Mrs. Havlisch explained that she continues to be concerned <br />about the manner in which notices were sent regarding this <br />hearing. Mr. Havlisch and Mr. Vickers own property with Mr. <br />Rosenthal and they did not receive a notice. Mrs. Anderson <br />explained that she sent notices to all property owners listed <br />on the County records. Mr. Havlisch and Mr. Vickers were not <br />listed. <br />Dave Vickers, 6152 Laurene Avenue asked if he elects to pay <br />for the connection charges up front, would he have to connect <br />to the facilities. It was explained that he did not have to <br />hoop up until he saw a need. Mr. Vickers asked if he sold <br />his house, would the new buyer have the same rights that he <br />now has.
