1 <br />1 <br />181 <br />COUNCIL MEETING JANUARY 23, 1989 <br />company has determined that services are available and have <br />required connection before they will provide a loan. <br />Mr. Vickers asked if the neighborhood could deal with the <br />City for lower connection charges with the promise to hook up <br />to the services. Mayor Benson said the City could not <br />barter. Every resident must be treated equally. Mr. <br />Stahlberg explained that the present policy allows for <br />overall planning of the City. Incorporation of an infation <br />factor insures that all residents will be treated equally and <br />fairly and provide for orderly growth. <br />Ray Chavez, 6207 Laurene Avenue inquired about the proposed <br />street shown on the map on his lot. Mr. Stahlberg explained <br />that the City has a policy of not allowing one landowner to <br />landlock a neighboring property. This proposed street can <br />someday be extended north on all the lots, allowing for <br />subdivision of the lots. At this time it is just a paper <br />street. Mr. Chavez asked if he would be assessed for all of <br />the proposed lots drawn on his property. Mr. Stahlberg <br />explained that since the street planned to Woodridge Estates <br />will not be constucted for some time, Mr. Chavez should talk <br />to Mr. Schumacher regarding how much of a connection charge <br />he would have to pay now if he decided to hook up to the <br />facilities. <br />Peter Rosenthal, 289 Rohavic Lane asked if a cost for the new <br />road going east and west has been determined. Mr. Stahlberg <br />said not at this time. Currently, street construction is <br />running at about $40.00 a foot. <br />Mr. Trittin asked why a cul -de -sac is not shown on the lot <br />belonging to Mr. Chavez. Mr. Stahlberg explained that if Mr. <br />Chavez's lot were to be subdivided, the dedicated road would <br />only go to.Lot 3. It could be extended in the future if the <br />landowners to the north so decided. <br />Mary Ann McDougal, 6163 Baldwin Lake Road asked if she would <br />be assessed for the north /south road from Woodridge Estates. <br />Mr. Stahlberg said no, not until she decides to develop her <br />property. At this point road costs Applicable to Woodridge <br />Estates will be assessed to them since they will be directly <br />benefitted. <br />Mr. Stahlberg was asked what the interest rate would be if a <br />property owner decided to extend his costs out over fifteen <br />years. Mr. Stahlberg explained that this is directly tied to <br />the sale of the improvement bonds, but the last several <br />assessments were at 9 %. <br />Mr. Tritten wanted to verify that the resident could pay his <br />connection charge now and not be forced to hook up now. <br />Mayor Benson said that this would be fine with the City. <br />
