24 COUNCIL MEETING FEBRUARY 27, 1989 Gambling License Request - St. Joseph's Catholic Church Men's Club - Mr. Hawkins explained that the Gambling Ordinance does adopt all state statutes regarding gambling. One statute exempts charitable organizations from the license requirements if they conduct five or less gambling occassions a year. Mrs. Anderson explained that St. Joseph's Church conducts three occassions per year and therefore a license is not required. The Council should consider this item as just a notification that the event will be taking place on March 19, 1989. Proclamation - Volunteers of America Week - Mr. Neal moved to approve the Proclamation. Mr. Bohjanen seconded the motion. Motion carried unanimously. This Proclamation can be found at the end of these mintues. Consideration of Petition for East 62nd Street Improvement - John Miller - Mr. Miller outlined the area where the City has obtained easements for a future street. Several of the adjoining properties have visited with Mr. Miller and have now presented a petition to complete the street. Mr. Miller asked for authorization to call an informal meeting of the landowners to obtain their input about the improvement and to determine who is willing to pay their share of the costs. Mr. Bisel moved to approve an informal meeting of the landowners. Mr. Bohjanen seconded the motion. Motion carried unanimously. Mr. Bisel asked if the State of Minnesota is aware of the safety concern in the area of West Bald Eagle Blvd. and the proposed new street? He suggested that somebody go to the State, and request the use of MSA funds for construction of the new street. Ms. Darla Lowell, 6260 Rolling Hills Drive explained that she owns land adjoining the easement and she would like to see the improvement go forward. At this time she said she knows of only two people who opposed the street improvement. She also noted that one of her neighbors had attended a Council meeting where she was told that Elmcrest would be paved. She asked when this would occur. Ms. Lowell did not receive a answer. Consideration of Ajustments to MUSA Boundary - Mr. Miller explained that he has not prepared a staff report but explained that there are a number of landowners outside of the MUSA who wish to develop their property and have it rezoned R -1. He also noted that he has received several telephone calls regarding the Montain property and have told them that there is not enough capacity in the force main for this area. In addition it has been difficult to get people a- lready in. -the MUSA boundary to petition for the services. In effect there are people in the MUSA area who do not want
