24 <br />COUNCIL MEETING <br />FEBRUARY 27, 1989 <br />Gambling License Request - St. Joseph's Catholic Church Men's <br />Club - Mr. Hawkins explained that the Gambling Ordinance does <br />adopt all state statutes regarding gambling. One statute <br />exempts charitable organizations from the license <br />requirements if they conduct five or less gambling occassions <br />a year. Mrs. Anderson explained that St. Joseph's Church <br />conducts three occassions per year and therefore a license is <br />not required. The Council should consider this item as just <br />a notification that the event will be taking place on March <br />19, 1989. <br />Proclamation - Volunteers of America Week - Mr. Neal moved to <br />approve the Proclamation. Mr. Bohjanen seconded the motion. <br />Motion carried unanimously. This Proclamation can be found <br />at the end of these mintues. <br />Consideration of Petition for East 62nd Street Improvement - <br />John Miller - Mr. Miller outlined the area where the City has <br />obtained easements for a future street. Several of the <br />adjoining properties have visited with Mr. Miller and have <br />now presented a petition to complete the street. Mr. Miller <br />asked for authorization to call an informal meeting of the <br />landowners to obtain their input about the improvement and <br />to determine who is willing to pay their share of the costs. <br />Mr. Bisel moved to approve an informal meeting of the <br />landowners. Mr. Bohjanen seconded the motion. Motion <br />carried unanimously. <br />Mr. Bisel asked if the State of Minnesota is aware of the <br />safety concern in the area of West Bald Eagle Blvd. and the <br />proposed new street? He suggested that somebody go to the <br />State, and request the use of MSA funds for construction of <br />the new street. <br />Ms. Darla Lowell, 6260 Rolling Hills Drive explained that she <br />owns land adjoining the easement and she would like to see <br />the improvement go forward. At this time she said she knows <br />of only two people who opposed the street improvement. She <br />also noted that one of her neighbors had attended a Council <br />meeting where she was told that Elmcrest would be paved. She <br />asked when this would occur. Ms. Lowell did not receive a <br />answer. <br />Consideration of Ajustments to MUSA Boundary - Mr. Miller <br />explained that he has not prepared a staff report but <br />explained that there are a number of landowners outside of <br />the MUSA who wish to develop their property and have it <br />rezoned R -1. He also noted that he has received several <br />telephone calls regarding the Montain property and have told <br />them that there is not enough capacity in the force main for <br />this area. In addition it has been difficult to get people <br />a- lready in. -the MUSA boundary to petition for the services. <br />In effect there are people in the MUSA area who do not want <br />
