1 <br />1 <br />1 <br />COUNCIL MEETING <br />NOVEMBER 12, 1991 <br />resignation is effective September 9, 1991, the period for <br />appointment by Judge Gibbs has passed and the City Council has <br />the ability to appoint a replacement. This matter will be before <br />the Council on November 25, 1991. <br />Consider 1991 Budget Adjustments, Resolution No. 100 - 91 - Mr. <br />Schumacher explained that this is a "house keeping" item. The <br />resolution transfers certain budget items from one (1) area to <br />another to make is easier to compare when working on the proposed <br />1992 Budget. Some items transferred include approved salary <br />increases from salary reserve to the appropriate department and <br />reductions in General Fund expenditures to reflect the $67,000.00 <br />cut in state aid. <br />Council Member Bohjanen moved to adopt Resolution No. 100 - 91. <br />council Member Kuether seconded the motion. <br />VOTING ON THE MOTION: <br />Bisel <br />Bohjanen © Kuether <br />Neal © Reinert <br />Abstained: none <br />Motion carried unanimously. Resolution No. 100 - 91 can be found <br />at the end of these minutes. <br />Consideration of a Towing Policy - Chief Campbell has prepared an <br />informational letter to the Council explaining the current method <br />used by the Police Department in determining which tow company is <br />called for towing and impound service. Chief Campbell noted that <br />this policy is reviewed each year and all concerns are discussed. <br />Mr. Hawkins explained to the Council that approving a towing <br />contract will give the City certain liabilities. He suggested <br />that the City approve the criteria for a towing and impound <br />service and then advertise and ask for proposals for this <br />service. The Police Department can review each proposal and then <br />call for service as needed. <br />There was further discussion regarding whether or not this <br />service should be under contract. It was noted that it now <br />appears that one (1) towing company is getting preferential <br />treatment. Chief Campbell was asked to prepare criteria for <br />towing and impounding services and advertise for the service. <br />The advertisement is to state that the City does not want to <br />enter into a contract. <br />PAGE 11 <br />182 <br />
