173 <br />COUNCIL MEETING <br />REGULAR AGENDA <br />OPEN MIKE <br />No one appeared under Open Mike. <br />PAY EQUITY UPDATE, DAN TESCH <br />NOVEMBER 12, 1991 <br />Mr. Tesch explained that he wanted to update the City Council <br />regarding proposed new rules and where this City is regarding <br />this matter. The new rules were included in the Council packets. <br />The City has submitted its proposed Pay Equity plan to Labor <br />Associates. They will prepare a preliminary evaluation of the <br />plan and the evaluation will be discussed with the City Council. <br />It is possible that this City is in compliance with all of the <br />rules regarding the Pay Equity regulations. <br />Mayor Bisel asked if many other states have pay equity <br />regulations in place. Mr. Tesch explained that Minnesota is a <br />leader in this area but many other states do have the program. <br />Mayor Bisel thanked Mr. Tesch for his presentation. <br />ENGINEER'S REPORT <br />Resolution No. 104 -91 Ordering Preparation of a Report for Apollo <br />Drive, Darrell Schneider - Mr. Schneider explained that this <br />project has been discussed at two (2) Council work sessions. The <br />Council has ordered an investigation of the possibility of State <br />and County participation in the improvement. Mr. Schneider has <br />met with the MnDOT engineer and has discussed the status of Trunk <br />Highway 49. He has also met with the Anoka County engineer on <br />three (3) occasions and with the Anoka County Highway Committee <br />which was chaired by Margaret Langfeld. The County has expressed <br />an interest in working with the City on this improvement. At <br />this time the major issues have been identified. The most <br />important issued is that the proposed route of Apollo Drive is <br />not on the Lino Lakes MSA street system. The Council can <br />designate this proposed street to the Lino Lakes MSA system. The <br />Council would then eliminate a street that is proposed for a <br />future date since the City MSA proposed street system is limited <br />to a certain number of miles. Mr. Schneider explained the <br />concerns regarding getting a MSA project implemented before the <br />City is penalized for not using the funds available. <br />Council Member Reinert asked if Anoka County expressed any <br />interest in working with Lino Lakes on this proposed street and <br />if they were willing to commit any money to the improvement.
