However, Mr.
Schneider explained that if Anoka County participates in the
improvement, they will expect the street to be constructed to
their standards which is larger than that proposed by Lino Lakes.
This type of street will encourage a larger amount of traffic.
In addition, County State Aid funds would be used to construct
the street and Lino Lakes would still be looking for a MSA
improvement project so that this cities MSA funds would not be in
jeopardy.
Mr. Schneider used a map to indicate the location of the proposed
Apollo Drive. He noted that the City of Blaine had attended the
meetings with the Anoka County Highway Committee and was very
interested in the improvement. Mr. Schneider noted that this is
a program to develop county roads that parallel the freeways
creating a secondary thoroughfare.
Mr. Schneider indicated that the next step in this process would
to be adopt Resolution No. 104 - 91 ordering a feasibility study
which would cost about $15,000.00. This cost would be included
in the project costs and be MSA reimbursable. If the street
becomes a county road, the feasibility costs will be paid by
County MSA funds. The City would be responsible for right -of -way
costs such as curb, gutters and sidewalk costs.
Council Member Bohjanen moved to adopt Resolution No. 104 - 91
and dispense with the reading. Council member Kuether seconded
the motion.
VOTING ON THE MOTION:
Bisel
Bohjanen © Kuether
Neal © Reinert
Abstained: none.
Motion carried unanimously.
Resolution NO. 104 - 91 can be found at the end of these minutes.
FIRST READING, ORDINANCE NO. 14 - 91, SUMP PUMP AND DRAINTILE
ORDINANCE, PETE KLUEGEL
Mr. Kluegel explained that it has been determined that some
residents are discharging water from drain tile into the
municipal sewer system. This City is being charged by
Metropolitan Waste Control for all water discharged into the
sewer system. Therefore the City is paying for the treatment of
water that need not be treated. Mr. Kluegel has consulted with
the Public Works Director and has researched the method used by
PAGE 3
174
