1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 12, 1991 <br />109th Street which is a County State Aid street. However, Mr. <br />Schneider explained that if Anoka County participates in the <br />improvement, they will expect the street to be constructed to <br />their standards which is larger than that proposed by Lino Lakes. <br />This type of street will encourage a larger amount of traffic. <br />In addition, County State Aid funds would be used to construct <br />the street and Lino Lakes would still be looking for a MSA <br />improvement project so that this cities MSA funds would not be in <br />jeopardy. <br />Mr. Schneider used a map to indicate the location of the proposed <br />Apollo Drive. He noted that the City of Blaine had attended the <br />meetings with the Anoka County Highway Committee and was very <br />interested in the improvement. Mr. Schneider noted that this is <br />a program to develop county roads that parallel the freeways <br />creating a secondary thoroughfare. <br />Mr. Schneider indicated that the next step in this process would <br />to be adopt Resolution No. 104 - 91 ordering a feasibility study <br />which would cost about $15,000.00. This cost would be included <br />in the project costs and be MSA reimbursable. If the street <br />becomes a county road, the feasibility costs will be paid by <br />County MSA funds. The City would be responsible for right -of -way <br />costs such as curb, gutters and sidewalk costs. <br />Council Member Bohjanen moved to adopt Resolution No. 104 - 91 <br />and dispense with the reading. Council member Kuether seconded <br />the motion. <br />VOTING ON THE MOTION: <br />Bisel <br />Bohjanen © Kuether <br />Neal © Reinert <br />Abstained: none. <br />Motion carried unanimously. <br />Resolution NO. 104 - 91 can be found at the end of these minutes. <br />FIRST READING, ORDINANCE NO. 14 - 91, SUMP PUMP AND DRAINTILE <br />ORDINANCE, PETE KLUEGEL <br />Mr. Kluegel explained that it has been determined that some <br />residents are discharging water from drain tile into the <br />municipal sewer system. This City is being charged by <br />Metropolitan Waste Control for all water discharged into the <br />sewer system. Therefore the City is paying for the treatment of <br />water that need not be treated. Mr. Kluegel has consulted with <br />the Public Works Director and has researched the method used by <br />PAGE 3 <br />174 <br />
