171 <br />COUNCIL MEETING <br />NOVEMBER 12, 1991 <br />properties did receive an assessment for the improvement of Ware <br />Road. This money is set aside to be used when Ware Road is <br />updated. <br />Bill Gregor, 6353 Ware Road asked if people do not hook up will <br />they be assessed. Mayor Bisel explained that about two (2) years <br />ago the City offered an amendment to the City Charter that would <br />allow people to do this. The amendment did not pass. If 51% of <br />the people petition for the improvement, everyone will be <br />assessed. <br />Al Ross, 6356 Ware Road told the Council that he is against the <br />project. <br />Terry Byron, 6375 Ware Road said he was against the project. <br />Barb Hadash, 6367 Ware Road said she was against the project. <br />Marlou LeTendre, 6350 Ware Road said she was against the project. <br />Fern Hoglund, 6363 Ware Road said she was against the project. <br />Fred Ranallo, 6366 Ware Road asked if the project is turned down <br />this evening, when can it go through the process again? Mr. <br />Schneider explained that there would be a one (1) year waiting <br />period. The process would start at the beginning with a petition <br />from the affected property owners for a feasibility study. <br />Council Member Bohjanen moved to close the public hearing at 7:37 <br />P.M. Council Member Kuether seconded the motion. Motion carried <br />unanimously. <br />Mr. Hawkins explained that the 60 day waiting period begins this <br />evening. If the affected landowners are against the project, <br />they should start a petition stating they are against the <br />improvement and give the petition to the City Clerk as soon as <br />possible. <br />There was further discussion regarding the process for starting <br />an improvement project with several residents explaining that <br />they were confused regarding the process. Mr. Greger said that <br />it was his understanding the land owners signed the petition for <br />sewer and water only. There was no mention of the street <br />upgrading. Mr. Schneider explained that this was true. However, <br />this is how PineRidge was handled and he felt that the landowners <br />should be aware of all of the possible assessments at the <br />beginning of the process. <br />Landowners were told to contact the City Clerk to determine how <br />many landowners signed the petition for the improvement.
