Council Member <br />Kuether seconded the motion. Council Member Reinert asked for <br />the rationale behind a three (3) year contract and Mr. Schumacher <br />explained that guaranteeing a three (3) contract would allow for <br />lower costs the first year and the second year on a three (3) <br />year contract. <br />Voting on the motion, <br />VOTING ON THE MOTION: <br />Bisel <br />Bohjanen © Kuether <br />Neal IEJ Reinert <br />Abstained: none <br />Motion carried. <br />SECOND READING, ORDINANCE NO. 05 - 91, PARK DEDICATION FEE <br />Mr. Volk explained that this is the third time the Council has <br />considered this ordinance. He noted that the Council has asked <br />that the Park Board determine an index so that this matter would <br />not come back to the Council as often as it has in the past. The <br />Park Board did review the request but was unable to determine an <br />index policy. The Park Board is recommending that the council <br />accept the formula outlined in Ordinance No. 05 - 91 and the Park <br />Board will review the formula on an annual basis and make <br />recommendations to the Council when necessary. <br />Park Dedication for commercial and industrial development was <br />addressed. It was noted that the intent is to not require as <br />much park dedication from warehousing types of businesses. Park <br />usage is not as intense from these businesses. Mr. Volk noted <br />that park dedication for industrial development is hard to <br />address and is usually negotiated by the city council. <br />Council Member Reinert asked how park trails enter into this <br />ordinance. Mr. Volk explained that park trails are addressed in <br />the subdivision ordinance. Council Member Kuether felt park <br />dedication should include trails. Mr. Volk noted that the design <br />of park trails does not reduce the number of lots in a <br />subdivision because usually marginal land is used for the trail <br />system. <br />Council Member Kuether moved to approve the second reading of <br />Ordinance No. 05 - 91 with the stipulation that this ordinance <br />PAGE 8 <br />1 <br />
