1 <br />1 <br />1 <br />COUNCIL MEETING NOVEMBER 12, 1991 <br />not take effect on plats that have Council concept approval. <br />Mayor Bisel seconded the motion. Council Member Reinert asked <br />that the cutoff be'more firm. Council Member Kuether felt that <br />this ordinance may hurt some sales that are in process in this <br />City. Mr. Hawkins suggested that the cutoff be the date of the <br />filing of the preliminary plat or within 60 days. <br />Council Member Kuether changed her motion to read that this <br />ordinance will be effective February 1, 1992. Mayor Bisel <br />amended his second to the motion. <br />Council Member Bohjanen expressed concern regarding the park <br />dedication for commercial and industrial property. He felt that <br />prospective commercial and industrial development may look at <br />another city because of the park dedication. It was explained <br />that there would be negotiation between the business and the city <br />council and usually park dedication would be traded for another <br />concession. <br />VOTING ON THE MOTION: <br />Bisel <br />Neal <br />Abstained: none <br />Bohjanen <br />Reinert <br />Kuether <br />Motion carried with Council Member Bohjanen noting his yea vote <br />was given very hesitantly. <br />AUTHORIZE THE CITY ATTORNEY TO OBTAIN BIDS FOR SALE OF <br />CERTIFICATES OF INDEBTEDNESS <br />Mr. Schumacher noted that in the preliminary 1992 Budget, <br />$135,000.00 was set aside for the purchase of a Certificate of <br />Indebtedness to be used for the purchase of capital outlay items <br />such as a squad car, and other public works and fire capital <br />outlay items. A three (3) year certificate was approved by the <br />Council at that meeting. <br />Mr. Schumacher asked for authorization for the City Attorney to <br />obtain bids for the Certificate of Indebtedness. He noted that <br />the City Council cannot take action on the bids until after the <br />1992 Budget is finalized. Mr. Hawkins explained that rates are <br />very favorable at this time and the bids can be guaranteed for <br />two (2) weeks to allow time for final action on the 1992 Budget. <br />Council Member Bohjanen moved to authorize the City Attorney to <br />obtain bids for the 1991 Certificate of Indebtedness. Council <br />Member Kuether seconded the motion. <br />PAGE 9 <br />180 <br />
