May 28, 1974 <br />There was discussion on a $50.00 deposit to guarantee clean up. Mr. Locher felt <br />that this would also cover physical damage in case of rain and the grounds got <br />torn up by tires. <br />Mr. Conlin asked how much the special use permit would cost: <br />Mr. Zelinka said the deposit would just be held and would be returned at the -end <br />of the camp out providing all stipulations had been met. Mr. Zelinka moved to <br />require $50.00 to be deposited at the Clerk's office. Seconded by Mr. McLean. Motion <br />carried with Mr. Marier voting No. <br />Mr. McLean said that no fee schedule had been included in the Park Ordinance but he <br />felt that a nominal fee of $5.00 should be charged. He so moved. Seconded by Mr. <br />Zelinka. Motion carried with Mr. Marier voting No. <br />Mr. Conlin will be in next week for the special use permit and to deposit the money <br />in escrow. <br />Mr. Marier reported on the Planning and Zoning Board meeting held on May 15, 1974. <br />Due to a lack of a quorum, there were no recommendations passed on to the Council. <br />Mr. Marier reported that this was only the second time in three years that this <br />Commission had not had a quorum. He asked Mayor Bohjanen to contact Mr. Rothbauer <br />and ask him his intentions as to his membership on this Commission. He had only <br />attended a couple of, the meetings and his presence is necessary if they are to <br />function properly. Mayor Bohjanen agreed to contact Mr. Rothbauer. <br />Mr. Marier reported that the people present had been informed that they could only <br />answer questions. Mr. Prokop, who owns several lots in Otter Lake Hills and wants <br />to build there was looking for information in connection to bringing the street <br />up to City specs to be able to obtain a building permit. He was told that either he, <br />would have to put the street in or get the adjoining property owners to share <br />the cost of the street. He will get the ordinances dealing with street specs from <br />the Clerk. <br />Mr. Bill Meyer of Suburban Engineering had presented a plan for a 500 foot driveway <br />to the townhouse units in Country Lakes. The Board felt that this was not feasible <br />and preferred this driveway to be shortened. Mr. Meyer will look at some alternatives <br />and return to the meeting in June. <br />Mr. Kenneth Rehbein and Mr. Jerry Blackbird had appeared in connection with the Pine <br />Haven plat. They felt that since the streets will be so costly that to only build on <br />every lot is uneconomical and that financially they could not afford to wait until <br />sewer is in that area to build on the other lots. Since at one time this area had <br />been approved for an apartment complex of 118 units, they felt that a home on every <br />lot would not exceed the volume of sewage that the apartment units would have. <br />The Board felt that the soil borings that had been presented with the plat were <br />outdated and that the first thing Mr. Rehbein should do is have perc tests done <br />in the area and bring this information to the next meeting. <br />Mr. McLean reported on the meeting of the Park Board. Mr. Conlin had already been <br />heard. The next thing they had considered was the overall plan for the Hall prop- <br />erty as presented by Mr. Resch and Mr. Kent. This needs some final work and will <br />be ready for consideration at the next meeting. Mr. McLean thought that before <br />this could be finalized they would need the assistance of the Planner. <br />1 <br />1 <br />
