1 <br />1 <br />1 <br />June 11, 1974 <br />recommendation differ with all other studies? <br />Mr. Burandt said that in his recommendation he had stayed within the planned growth <br />plan. <br />Mr. Zelinka challenged the fact that in all the maps presented in this report, <br />that all areas on either side of Lino Lakes and to the North of the City are <br />sewered and Lino Lakes is completely ignored as to sewering. He brought out the <br />point of the need for arterials for transportation, noting that with the two <br />interstates crossing Lino Lakes, there would be no need for further highway <br />construction such as would be necessary in the area that would be served by the <br />Rum River interceptor. <br />Mayor Bohjanen pointed out to Mr. Burandt that at the last NSSSB meeting, this <br />body had passed a resolution supporting the full flow gravity system for the Lino <br />Lakes - Centerville interceptor. He also brought out the fact that in the North <br />Area Study conducted by the NSSSB, Lino Lakes and Centerville were not even <br />mentioned. <br />Mr. Payne felt that this was not an oversight, that it was a forgone conclusion <br />that the Lino Lakes - Centerville interceptor would be built and this study had <br />already been completed. <br />Mr. Marier asked if this was a Political report or a comprehensive report? <br />Mr. Burandt said that he had tried to make it a comprehensive report and reminded <br />the Council that he is just a Staff person and does as he is told. <br />Mr. Marier felt that this is strictly a Political report and questioned the <br />paragraph on page 2 that reads: <br />The above Council action was intended to direct the Sewer Board to provide <br />sanitary sewer service for Centerville as a primary reason for the project. <br />Any other service provided by the line was to be regulated by the Metropolitan <br />Council policy of EXTENSIONS OF INTERCEPTORS IN OPEN LAND. <br />Mr. Marier felt that this statement was not on record, and asked Mr. Burandt what <br />he meant by that statement. <br />Mr. Burandt said that this paragraph had been lifted from the minutes. He felt <br />that the purpose of the interceptor was to relieve the pollution problem in <br />Centerville and the fact that the line went through Lino Lakes was incendential. <br />The Council disagreed with Mr. Burandt. No thought was given to the sewering of <br />Centerville until the plan to sewer Lino Lakes and particularly Country Lakes was <br />recommended. The extension of the line to Centerville was an afterthought. <br />Mr. Zelinka asked if the consideration of a second major airport in the North area <br />was the reason for the pushing of the Rum River interceptor? If this is the reason, <br />then he felt that this is bad timing because once the interceptor is installed, <br />construction will follow and the cost to clear this land for an airport could be <br />prohibitive. <br />
