1
1
June 11, 1974
Mr. Bohjanen felt that before this recommendation could have been written that the
Engineers of both communities should have been consulted. He wondered where the
information this report was based on was obtained.
Mr. Zelinka asked Mr. Burandt, if by whatever means, the City of Lino Lakes could
finance an internal interceptor and the lateral system, and we requested permission
to hook on to the interceptor, would this be allowed?
Mr. Burandt said, Yes.
Mr. Zelinka said that basically what this report is saying is that we can build
our own system and the capacity is there but he will not recommend that we get any
assistance.
Mr. Bohjanen repeated his question as to where the information was obtained for the
basis of this report.
Mr. Burandt said he looked at the total overall North area. The Rum River interceptor
or Brooklyn Park interceptor would serve Grow and Ramsey townships but there was nothing
between there and the Forest Lake interceptor. He was merely trying to utilize the
present lines to the best advantage and to plan so that another major interceptor
would not have to be constructed in this area in the future.
Mr. Bohjanen felt that since his report was already written when he consulted with
Mr. Carley this report did not reflect the input of the City Engineers. Also, a
gravity flow system is less costly to install and maintain that a force main. Mr.
Carley design is almost entirely gravity flow.
There was discussion as to the lift stations that would be necessary if Centerville
is sewered through the Forest Lake interceptor. Mr. Burandt felt that this entire
system would be gravity flow with a lift station to service the low area around
the lake. Mr. Carley said the system designed to service Centerville through Lino
Lakes is a full flow gravity system with a lift station being needed for about 15%
of Centerville. This being area around Centerville and Peltier Lakes.
Mr. Murray from Centerville felt that Centerville could not be sewered through the
Forest Lake interceptor by gravity. He said that a gravity system cannot be built
from Centerville to Hugo.
Mr. Ray Payne of the Metro Sewer Board wanted to assure the Council that Lino Lakes
and Centerville had not been left out of the North Area Study. The areas of study
had been defined as planning problems. There had already been a feasibility study
done for Lino Lakes and Centerville. He felt that this problem had been taken care
of with this study.
A gentleman from Centerville asked if the development in Centerville will have to
be curtailed or if the building in Forest Lake would be cut back because of the
inclusion of Centerville in this interceptor.
Mr. Payne said, No, the capacity in this interceptor is adequate for both.
Mr. Zelinka asked Mr. Burandt to read paragraphs 2, 3, 4 and 5 on page 10 and
explain what he meant.
