July 8, 1974 <br />It was also brought out that the Metropolitan Council would like to purchase <br />another 400 acres in addition to our agreement with Anoka County. Mr. Marier <br />asked the Council if they had seen our Resolution with Anoka County. They said, <br />they thought they had seen it. Mr. McLean gave the Council another copy of the <br />resolution. <br />Mr. McLean said that Mr. Jacobson brought up the intrest of Ramsey County for the <br />N. Otter Lake area. He said that they would hold back because of the agreement <br />between Lino Lakes and Anoka County. <br />Mr. McLean and Mr. Marier were introduced to Mr. Bernie Edman who is head of the <br />Ramsey County Open Space. Mr. Edman asked if he could speak with the City Council <br />at a future date. He was told that the Council would speak to him, but he was not <br />going to get anything. <br />Mr. Marier said that the Metropolitan Council seems to rove only on the recommendations <br />of the staff. He would like to encourage the Council to extend an invitation (at <br />their convenience) to the staff people of 1) Open Space, 2) Sewer, 3) Transportation. <br />Show these people our area and after talking to the staff people we may be able to <br />enhance our position as far as their views are concerned in this area. <br />There was further discussion on this topic and it was decided that Mr. Marier and <br />Mr. McLean will contact these people. <br />Mr. Glen Rehbein complained to the Council to turn off the M.C. Transit. They want <br />us to pay for their buses, but they don't want to help with the sewer. He also <br />complained on the Mosquito Control. That they are spraying fuel oil on the ponds <br />and killing frogs and toads in the City. He suggested that some effort should be <br />made to stop some of these M.C. Activities. <br />He also complained that they are getting $1600 a acre at Anderson Lake which is a <br />big swamp. And that the people in our City should not sell there land unless they <br />can get a good price. He said that a few years ago he paid $1200 an acre for swamp <br />Land. Anoka County is offering $100 to $500 an acre. He said that this isn't a bit <br />fare. Anyone who is getting their land condemned at these low prices should get some <br />help. <br />Mr. Locher said to get behind the petitioner's is the only thing we could do. He <br />also mentioned that we have a problem with our bonds due Nov. 1, 1974. Mr. Jandric <br />is delinquent with taxes. Second half of 1973, First half for 1974 and two installments <br />on special assessments. <br />Mr. McLean reported that maintenance in the Parks is good. Also he will contact the <br />contractor installing the fence at Lino Park and see when he is going to finish the <br />job. If the contractor isn't able to finish the job, cut off that amount of payment <br />for the part of the fence not completed. Then find someone else to finish the job. <br />Mr. Zelinka reported that there was a Personnel Commission meeting and they did not <br />have a quorm. The next meeting will be July 16, 1974. At this time they will be <br />interviewing applicants. <br />Mr. Gotwald had no report. <br />Mr. Locher checked the application from Annie J. Ross for a 3.2 off sale license <br />and found everything in order. Mr. Marier moved to approve this license. Seconded <br />by Mr. McLean. Motion carried. <br />
