August 26, 1974 <br />Received a letter from Circle Pines Utilities announcing a change in the time of <br />their meeting scheduled for Sat. Aug., 31, 1974. The time has been changed from 7:30 <br />a.m. to 8:00 a.m. <br />Reminded the Council of the meeting scheduled for Sept. 9, 1974 at 4:30 p.m. with <br />Mr. Boland and staff at the Metro Square Building. All Councilmen have copies of <br />the letter. <br />Mr. Marier reported on the Planning and Zoning Board meeting of August 21, 1974. The <br />first item on the agenda had been a petition by Mr. Prokop for the improvement of <br />' Lakeview Ave. " in the Otter Lake Hills plat. Mr. Prokop had petitioned to have <br />the City issue bonds for this work and assess all property owners. There was <br />discussion on this and on the possibility of this work being done privately at less <br />cost. Since one of the property owners is in disagreement, the improvement of this <br />street needs some legal clarification. Mr. Prokop requested that this petition be <br />tabled until some of these questions can be worked out. Mr. Marier so moved. Seconded <br />by Mr. Jaworski. Motion carried. <br />Mr. Karth had appeared with a possible buyer for property located South of Acton <br />Const. on the service road East of I35E. This buyer would like to conduct an antique <br />business from that location. The Planning and Zoning Board suggested that this area <br />be rezoned commercial. Mr. Marier moved to approve the recommendation of the Planning <br />and Zoning Board. Seconded by Mr. Jaworski. Motion carried. Mr. Karth will contact <br />the Clerk's office for the necessary forms. <br />Mrs. Crystal Ahlman and Mr. Lee Smith appeared with a request to rezone property <br />located just West of Highway #8 on Lilac Street. This property is located in an <br />area suggested for commercial zoning in the Comprehensive Land Use Plan. However, <br />Mr. Smith has a bill with the City for $565.54 for a rezoning hearing held several <br />years ago. He was told that the Planning and Zoning Board will not consider this <br />rezoning request until this bill is paid. Mr. Marier moved that Mr. Smith be required <br />to pay this bill and that the current request be tabled until such time. Seconded by <br />Mr. McLean. Motion carried. <br />Mr. Nelson presented the Planning and Zoning Board with a preliminary plat for the <br />Neff tree farm located about 3/4 of a mile North of Main Street on the East side of <br />Highway #8. The plan was well received by the Board. Mr. Nelson had requested that <br />the 300' strip of commercial zoning along Highway #8 be removed and that the entire <br />area be rezoned to RI. Mr. Marier moved to instruct the Attorney to draw up the <br />papers necessary to remove the commercial zoning on this property, and to rezone <br />to RI. Hearings -to be held before the Planning and Zoning Board on Sept. 18, 1974 <br />and before the Council on Sept. 23, 1974. Both hearings to be held at 8:00 p.m. <br />Seconded by Mr. McLean. Motion carried. <br />The Planning and Zoning Board questioned the fact that the trailer is still parked <br />at the Tobish property on Highway #49. Mr. Locher left to check with the Police <br />Department. Mr. Marier relinquished the floor to Mr. McLean. <br />Mr. McLean reported on the Park, Recreational and Enviornmental Commission meeting <br />held on August 19, 1974. Mr. Lilly, of the Department of Natural Resourses had <br />discussed bike trails with the Board. Mrs. LeTourneau and Mrs. Brisson had set <br />this up in conjuction with the long range plans for the City parks. The needs of <br />Sunrise Park was discussed. The Hockey rinks need to be leveled in order to flood <br />properly; new goals are needed; plans for partial fencing next year; and additional <br />space for the warming house with additional bathroom facilities.
