1 <br />1 <br />1 <br />August 26, 1974 <br />Mr. Jaworski thought the actions of the Metro Council and the PCA in conjunction with <br />the rules and regulations of installation of septic systems should be watched. <br />Mayor Bohjanen reported that in order to clarify the Ordinance establishing the odd - <br />numbered years as City election years, an amendment is needed. Mr. Locher read from <br />the State Statute and explained why the amendment is necessary. This amendment will <br />set the rules to establish a normal and orderly adjustment to the bi -annual elections. <br />Mr. Marier moved to approve amendment to Ordinance #38A as presented by Mr. Locher. <br />Seconded by Mr. McLean. Motion carried. <br />Mayor Bohjanen reminded the Council that, if a raise is to be put to the voters at <br />the general election, the amount should be decided in order for the ballots to be <br />printed. He asked for suggestions from the Council. <br />Mr. McLean asked of this is normally put on a ballot. He was told, No, but this was <br />voted on at last years budget meetings. <br />Mr. Jaworski asked if the Councilmen's salaries was established by Ordinance? Mr. <br />Locher said, Yes. The Ordinance establishing the present salary was passed in 1966. Mr. <br />Jaworski asked if in the Ordinance, a rule that salaries could be set by Resolution, <br />could be included thus avoiding a new Ordinance each time the salary is changed. <br />Mr. Locher said that the salaries must be set by Ordinance. Mr. Jaworski moved to <br />put a raise on the referendum. <br />Mr. Marier said that he had made the motion at the budget meetings - he felt that the <br />people should have a voice in this decision and the Council could rely on the people <br />to make a proper judgement. <br />Mr. Jaworski agreed and asked what amount should be put on the ballots? Mr. Marier <br />felt this decision should be left up to the Mayor. Mayor Bohjanen suggested a $25.00 <br />p/m raise. Mr. McLean asked if the expense amount would be left at $20.00 was told, <br />Yes. <br />Mr. Peter Scherer, from the audience suggested that the Council be paid $25.00 per <br />meeting attended. <br />Mayor Bohjanen said there are times when it is necessary to hold 4 or 5 meetings <br />a month. There is no way this could be budgeted for and would also deter the Council <br />in holding special meeting, even when they were called for. Mr. Marier thanked Mr. <br />Scherer for his interest but there can be a lot of special meetings, for instance, <br />he had attended four just last week. <br />Mr. Scherer suggested putting a limit on the number of meetings. Mr. Marier felt this <br />is unfair to the Council. He had no opinions as to a preference either way. He felt <br />the raise should be reasonable. Mr. McLean asked if the amount would be put on the <br />ballot and was told, Yes, in order for the people to know what they are voting for. <br />Mr. Jaworski asked that Mr. Locher write into the Ordinance that in the future <br />salaries may be changed by Resolution. Mr. Locher said that it can be done that way <br />now by law. <br />Mr. McLean moved to put the question on a referundum for vote by the people setting <br />the salary for the Mayor and Councilmen at $75.00 p /m. Seconded by Mr. Jaworski. <br />Motion carried. <br />
