September 23, 1974 <br />IIIMr. Jaworski moved to transfer Mrs. Pankratz from the Deptuy Clerk's position to <br />the Police Office as of October 1, 1974 as stipulated in the budget. <br />There was some question of her bond being transferred to Mrs. Oman and the fact that <br />she must be sworn in. Mr. Marier thought that this should go through the Personnel <br />Commission and that Mr. Jaworski's motion was premature. After some discussion, Mr. <br />Jaworski withdrew his motion. Mr. Zelinka asked for copies of the job description <br />and asked the Clerk to send these to the Personnel Commission. <br />Mr. Jaworski presented the specifications for bids for a new Patrol Car. Mr. McLean <br />asked that the seat requirements to be more specific since this was a problem with <br />the last car. It was agreed to change the specs to read 'bench seat with bucket <br />backs' also to delete the undercoating. This will be discussed at future meetings. <br />Mr. Jaworski was asked when the roads will be finished and he felt in a week or so. <br />Mr. Gotwald agreed. Mr. Gotwald also suggested sweeping and seal coating the <br />area around the City Hall. <br />Mr. Marier suggested asking the contractor to see if any residue that could be <br />used in the spot. <br />Mr. Gerald Beach, tree inspector, was here to discuss the Dutch Elm and Oak Wilt <br />with the Council. He outlined the program and told the Council of the procedures. <br />He also went through the requirements of the State. All records will be maintained <br />IIIby the tree inspector but will be on file in the City Hall. He does all the work <br />except tha actual removal of the trees but will advise people on the proper procedures. <br />His salary will be $1,000.00 plus 0.151 per mile fore the remainder of 1974. This <br />could be paid in two installments - one the first of November and the first of <br />December. He felt that /he mileage for the remainder of 1974 would be less than <br />$100.00. He has other people working for him but he is totally responsible for <br />what is done. He will present a report every two months. Mr. Beach felt that <br />this program should only last 5 or 10 years. The Oak Wilt should be under control <br />by then and he felt that the Dutch Elm Disease cannot be controlled. <br />Mr. Zelinka asked how far North Dutch Elm Disease could go and Mr. Beach said as far <br />North as Elm trees grow. <br />Mr. Gotwald asked if there is any assistance available to home owners who own quite <br />a lot of wooded land and Mr. Beach said, no. He would work with the owner and assist <br />in any way that he could. <br />Mr. Zelinka asked if there is any provision for penalties if this is not complied with <br />and Mr. Beach said not at the present time. <br />Mr. Marier asked is this is just an advisory position and was told, Yes. <br />Mr. McLean moved to employ Mr. Beach in an advisory capacity for the remainder of <br />1974 with the salary of $1,000.00 plus 0.1W per mile. Must be reappointed for the <br />IIIyear 1975. Seconded by Mr. Jaworski. Motion carried. <br />Mr. McLean moved to remove Mr. Ellingsen from the temporary position of tree <br />inspector and send a letter of thanks for his concern. Seconded by Mr. Jaworski. <br />Motion carried. <br />
