October 28, 1974 <br />Mr. Marier reported on the October 16, 1974 Planning and Zoning Board <br />meeting. Northwestern Bell Telephone had appeared asking for a building <br />permit for the Installation of a utility building adjacent to the present <br />building located at Centerville Road and Ash Street. This building will <br />contain seven receivers with one antenna and will be used to increase the <br />range of the mobile units. There wi 11 be no radio interference and the <br />building will contain equipment only. This building meets City specifications <br />and will be heated for the convience of the maintanance personnel. <br />Mr. Jaworski moved to approve the request. Seconded by Mr. Zelinka. Motion <br />carried with Mr. Marier abstaining. <br />Mr. Marier reported on the Whispering Pines plat as presented by Mr. Charles <br />Nelson. He had orginally platted 32 lots to be sold in units of 2 lots to <br />each buyer. These lots were so platted as to allow the buyer to build on <br />one and sell the other when water and sewer was installed. Mr. Nelson had <br />been told by the Metro Council that the plat would have to contain lots of <br />2/ acres or FHA financing could not be obtained. The general consensus of <br />the Council was that the Metro Council was overstepping their authority. <br />Mr. Zelinka moved to have Mr. Lee Starr, City Planner, write to the Metro <br />Council asking for their rationale behind the requirements they are imposing. <br />Seconded by Mr. Jaworski. Motion carried. <br />Mr. Marier asked if Mr. Starr's increase in fees had been discussed and was <br />tol.d that this had been discussed and approved at the l:udget hearings. <br />Mr. McLean reported on the meeting of the Park, Enviornmental, and Recreational <br />Board held on October 21, 1974. The discussion had centered around the Parks <br />and their winter activities. Mr. Carl Nelson was mentioned in connection <br />with the building of goals for the hockey rinks. Mr. McLean asked if Mr. <br />Volk could come up with some ideas that could be done here at the shop. He <br />will talk with Mr. Volk at a later date. The Clerk is to contact the <br />Transport Pool for the acquisition of e building to use as a warming house <br />here at the Hall such as the one that was here last year. Mr. Kent and Mr . <br />Resch will arrange for supervision on the(�sme:?order as last year. The remainder <br />of the meeting dealt with the long range plans for the Parks and the part <br />that the Lino Lions Club will play in the development of Lino Park. <br />Mr. Zelinka apologized for not being able to call a meeting of the Personnel <br />Commission to discuss the Police Clerk's job description. He will set one <br />as soon as possible. <br />Mr. Jaworski reported that basically the road work is completed. When the <br />costs are all in and totaled, if there is monies remaining, there are two <br />other streets that he would like to get some work done on before the freeze. <br />It depends on the weather and available funds. <br />Mr. Marier asked that 24th Avenue just North of Main Street be checked for <br />some object caught in the street that could cause tire damage. Mr. Jaworski <br />and Mr. Volk are aware of this and it will be taken care of as soon as possible. <br />Mayor Bohjanen reported on the changes in the Police Contract.Centerville <br />had requested that an Advisory Board be established and this had been written <br />into the new contract. All Councilmen have a copy. Centerville also requested <br />that payments be made on a quarterly basis. This was agreeable to the Council. <br />The first payment will be on March 31, 1975 and tho l asiy payment before December <br />31, 1975. <br />
