1 <br />February 10, 1975 J- 1 43 <br />Mr. Volk asked if, when the new salary schedule is set, will it be <br />tetroactive? Mr. McLean said that it would depend on the motion made at <br />the time. <br />Since no police salaries may be considered at this time, Mayor Bohjanen <br />asked the Council if they wished to consider salaries not connected <br />with the police department? After some discussion, Mr. McLean moved <br />to hold this discussion until there is a full council present. Seconded <br />by Mr. Jaworski. Motion carried with Mr. Zelinka abstaining. <br />The Clerk was instructed to put this matter at the top of the agenda <br />for the February 24, 1975 meeting. <br />Since Mr. Volk dropped his insurance in anticipation of a group contract, <br />he is to contact Mr. Ray and ascertain if coverage can be obtained for him- <br />self at this time with the possibility that he be transferred to a group <br />at a later date. <br />Mr..Zelinka reported on the meeting with the Human Resources Committee <br />in connection with the Whispering Pines,Plat. He reported that after <br />some discussion, the Human Resources Commission had voted to approve <br />the plat. In connection with this same plat, Mr. Locher reported that <br />Anoka now requires a 150'right -of -way. This will affect Lot 1 in this <br />plat, but the county will reduce the right -of -way footage at that point <br />on Lake Drive to 120' and use the portion set aside for drainage as <br />part of this right -of -way. <br />Mr. Locher told the Council that Anoka County has 'turn back funds' from <br />the state for upgrading this highway and he felt the city should check <br />into the availability cif these funds for use on this highway. <br />There also should be a separate agreement in reference to the road <br />easement on the North edge of this plat. The agreement should be to <br />the effect that if the City ever wishes to open this easement as a street <br />the land will be given to the City for that purpose. <br />Mr.Jaworski had no report. <br />Mr. McLean reported there had been no Park Board Meeting but he has con- <br />tacted Mr. Roy Stanley for some concepts and construction costs <br />for warming houses. He will keep the Council informed as to the <br />progress on this project. <br />Mr. Locher reported on the Tobish case. This has been heard by Judge <br />Wargo on February 7, 1975. The ruling by the Judge states that Mr. <br />Tobish must remove the trailer at 6192 Hodgson Road by April 15, 1975 or <br />prior to that date obtain the necessary permit or license from the City. <br />Mr. Locher had discussed the plans with Mr. Tobish and 1) The trailer <br />will be moved to the rear of the property; 2) He has the consent of all <br />except two neighbors - one objects and one he has been unable to contact; <br />3) all vehicles except two have been removed and one of these is the unit <br />used for moving the trailer. <br />THe Judge upheld the City Ordinance agreeing that the City has the right <br />to regulate such things. Mr. Locher also said this must go before the <br />P & Z first. <br />Mayor Bohjanen told Mr. Tobish that he must make it perfectly clear what <br />
