1 <br />1 <br />1 <br />February 24, 1975 <br />Motion carried. <br />Mr. Zelinka presented the recommendations of the Personnel Commission. He <br />asked Mr. Locher for legal advise in considerating the Police salaries. Mr. <br />Locher said that this Council cannot consider any salary or insurance program <br />until the union matter is settled. <br />Mr. McLean questioned the title of Assistant Public Works Director and the <br />status of Mr. Backlin. He felt that Mr. Backlin's Workman's Compensation would <br />be the same no matter what title he has. Mr. McLean felt this situation should <br />be clarified. After some discussion, Mr. Zelinka moved to appoint Mr. Donald <br />Volk as Public Works Supervisor effective March 1, 1975. Seconded by Mr. Jaworski. <br />Motion carried. <br />The catagories of casual labor was discussed as was the age limits on the youth <br />labor. Mr. McLean felt that age should have nothing to do with the catagory <br />that the employees are listed under. He felt employees should be listed under <br />classifications according to their duties. There was discussion on the legal <br />age that personnel can operate power equipment. Any person under 14 years of <br />age cannot operate a power lawn mower and anyone under 18 years of age cannot <br />operate such equipment as a tractor. <br />Mr. Marier suggested putting the employees into catagories of Labor # 1 which <br />would include permanent part -time employees and Labor # 2 which would cover <br />occasional part -time employees. Mr. Marier so moved. Seconded by Mr. McLean. <br />Motion carried. Mr. Volk and the Clerk are to put a list together classifying <br />these employees. <br />The minutes covering the employment of Mr. Volk were consulted for reference to <br />his salary at the time he was employed. Mr. Zelinka said the salary recommendation <br />from the Personnel Commission was based on the 1974 salary and did not take into <br />consideration added responsibilities. The Personnel Commission had recommended <br />an 8% increase to $928.00 per month. <br />Mr. Marier moved to approve this recommendation with a review in six months. <br />Seconded by Mr. Zelinka. This salary to become effective March 1, 1975. <br />Mr.Volk said that he would have been making $138.00 per month more if he had <br />remained' at his former job. He felt that the salary is inadequate for the <br />demands of the position. He gave the Council a copy of the contract he would <br />have been working under. <br />Mr. Zelinka felt that the Personnel's implication was that the salary of the <br />Director should be based on Mr. Backlin's salary of $910.00 per month. He <br />would like to consider 8% of that figure. <br />Mr. Marier felt that if the review after six months was satisfactory, that an <br />additional 8% could be added at that time. He added this to his motion. Mr. <br />Zelinka accepted that amendment. Motion carried. <br />The part time employees are to be classified into two catagories. 1) Permanent <br />part time (able to perform all duties at $4.25 per hour. ) Mr. Zelinka so moved. <br />Seconded by Mr. Marier. Motion carried; 2) Occassional part time (used only once - <br />in -a -while and do not perform all duties) at $2.70 per hour. Mr. Zelinka so moved. <br />
