X6)2 <br />February 24, 1975 <br />Most Council members agreed with this. <br />Mr. McLean felt that the City is receiving a push -off and wait, with no decision <br />being made. The Metropolitan Council has interjected a new group of public <br />relation oriented staff members in an attempt to soften the impact between <br />the Council and Communities. There has not been one positive step that relates <br />to Lino Lakes. <br />Mr. Locher felt that if, Mr. Boland is sincere, then his actions are a step in <br />the right direction. He also felt that the Metropolitan Council is pushing for <br />new legislation giving them much more power than they.now have. <br />Mr. L'Allier asked if the City receives a copy of the bills introduced into <br />the Senate and House of Representatives and was told, No. It was suggested <br />that Senator Milton's Office and Representative Neisen's Office be contacted <br />for copies of bills that have an impact on Lino Lakes, particularly bills dealing <br />with the Metropolitan Council. <br />Mr, Locher had brought a copy of the law dealing with abandoned automobiles. <br />He gave this to Acting Chief Myhre. He had been contacted by Mr. Jankus, who <br />plans to build in the Otter Lake Hills plat, with the proposed street change. <br />The Council felt that an explanation of the change by Mr. Jankus is necessary. <br />Also the name of the street can only be changed by Ordinance. The Council re- <br />quested that Mr. Jankus appear before the Planning and Zoning Board and clarify <br />the street change before any construction is started. <br />Mr. Marier reminded the Clerk that plans for this must be submitted to the <br />Planner and Engineer ten days before the meeting. <br />The Clerk made copies of an Ordinance for control of shade tree disease <br />and Mr. Locher had brought copies of one. The Council will consider these <br />for possible action at the March 10, 1975 meeting. Mr. Gerald Beach, tree <br />inspector, is on the agenda for that meeting. <br />The Clerk read a letter from Mr. Lee Starr in regards to the contract that <br />firm has with the City for Planning Services. The fees for attending meetings <br />will be raised from $20.00 to $25.00. Mr. Marier moved to approve this addition <br />to their contract. Seconded by Mr. McLean. Motion carried. <br />Mayor Bohjanen had received a letter from Senator Brown agreeing that he also <br />opposed the proposed hunting ban in the seven county area. <br />There was some discussion on the information guides. Mr. Marier moved to <br />have these guides printed by the Forest Lake Times. Seconded by Mr. McLean. <br />Motion carried. <br />After consultation, Mr. Marier and Mr. McLean agreed that the revision of the <br />position paper should be ready sometime this week in order for the Council <br />to read it before the meeting scheduled for March 8, 1975. <br />Acting Chief Myhre reported that there are problems with the bouncer situation <br />at the local bars. At one time the Sheriff's Office provided this service <br />through the Water Patrol but that is no longer done, and since the office <br />of Constable has been abolished, thisleaves no control over the people hired <br />for this job. Acting Chief Myhre wants an Ordinance passed giving the Police <br />Department control over who the owner's hire to perform this service. He <br />presented the Council with a list of violations that had occurred at each of <br />the bars for the past four years. <br />
