14 <br />SPETEMBER 22, 1975 <br />Metropolitan Council will only act on the recommendation as received. Mr. Locher <br />said he did not feel that any testimony will be taken but felt that the City <br />should be represented. Mr. McLean moved to send a representative to the <br />meeting.Seconded by Mr. Zelinka. Motion carried. <br />Mr. Zelinka asked, Who? After some discussion, it was decided that Mr. <br />Zelinka will represent the City at that meeting. <br />Mayor Bohjanen reminded the Council that both Council Meetings <br />scheduled for October will be held on the Tuesdays following the second <br />and fourth Mondays of the month'due to legal holidays. <br />Mayor Bohjanen reported that he had had several calls complaining of the smells <br />emitting from the Robert's farm on Holly Drive. He wondered if the feeding <br />of garbage to the pigs had been started again:; <br />Mr. Marier suggested a visit from the Police Department. He asked that a <br />report be sent back to the Council. <br />Mr. Jaworski asked Mr. Volk to present his report on the Road Work. <br />Mr. Volk said that basically the patching was completed. Mr. Marier dis- <br />agreed and asked that Mr. Volk pick him up in the morning and he will <br />tour the streets with him. <br />Mr. Volk said the seal coating should be completed within the next week <br />or so. <br />Mr. Zelinka had no report. <br />Mr. Locher had inspected the sewer installer application for license and <br />found all in order. This application was submitted by Mr. Homer DesLauries. <br />Mr. Jaworski moved to approve for license. Seconded by Mr. Marier. Motion <br />carried. <br />Mr. Locher had gone over the dog ordinance from Roseville and felt that it has <br />good points but 1) the ordinance does not restrict the dog on owner's property; <br />2) deals with both dogs and cats; 3) the one time license requirement with <br />proof of shots to filed every two years and 4) the impounding fee of $10.00 <br />with a $3.00 per day charge should be studied. <br />Mr. Locher wondered if an open hearing should not be held in order for the <br />public to present their ideas. This Ordinance does not define a kennel. <br />Mayor Bohjanen said the City has a kennel ordinance and this would remaind. <br />Mr. Marier felt this ordinance is too complicated and would need interpretating. <br />Mr. Marier thought the twelve points presented by the Police Department were good <br />ones. <br />Mr. Locher said an Ordinance could be written incorporating those ideas. <br />Mrs. Katie Soukop, from the audience, presented her complaint on getting a <br />ticket for having a dog running at large last week. She felt the ticket <br />was unfair and presented her side of the story. <br />Mr. Zelinka sympathized with her but asked her to realize that the animal <br />control is not familar with the area nor the dogs. She cannot expect him <br />to know what dog belongs where and if a dog is running loose, he will either <br />
