OCTOBER 28, 1975 <br />Mr. Jaworski brought up the matter of John Tobish's approved request to <br />store an unlicensed vehicle at 6192 Hodgson Road, (Refer to September 8, 1975 <br />Council Minutes Page 2, paragraph 4), at that time it was stipulated that Mr. <br />Tobish was to move the truck to the rear portion of the lot and to cover it. <br />Mr. Tobish had also said that he was in the process of cleaning up the lot <br />and removing the fallen trees. To date the truck has not been moved, nor has <br />the lot been cleaned up. In view of these facts, Mr. Jaworski moved to <br />instruct the Clerk to send Mr. Tobish a letter and informing him that he <br />has until November 10, 1975 to move the truck and clean the lot up or his <br />permit to store the vehicle will be revoked. Mr. Zelinka seconded the <br />motion. Motion passed. <br />Chief Myhre informed the Council that Mr. Tobish has been in the hospital <br />and had only been released this week. The Council still asked that the <br />letter be sent with the November 10, 1975 date of compliance to be adhered <br />to. <br />Mr. Jaworski asked about the possibility of blocking off the road at <br />Fourt Avenue and Elm Street. There is only access for one farm on that <br />property but it also gives acess to the rear of some commercial property <br />and this could lead to vandalism or dumping of unwanted items. The <br />residents have acess to their property from Highway 8 at this time also. <br />The road is now used to mix road mix by the City. Mr. Locher said there <br />was no reason why the road could not be blocked off as long as in doing <br />so we would not be blocking anyone from their property. <br />Mr. Jaworski said that he would check with the property owners and report <br />back to the Council on November 10, 1975 and moved to erect a barricade <br />at Fourth and Elm subject to the approval of the property owners. Motion <br />seconded by Mr. Zelinka. Motion passed. <br />The next item for discussion was a report on the Planning and Zoning Board <br />Meeting that was held on October 15, 1975. First on the agenda was a re- <br />quest by Twin Cities Sparkle Wash to build a building East of Skyline Auto - <br />body on Highway 8, to house their mobile wash equipment. This company does <br />not do any washing on their premises but goes to their clients location to <br />wash. The Planner and Engineer have submitted their recommendations on <br />this proposal: <br />PLANNER: <br />1. It appears a portion of the parking are is located on <br />the Lake Drive right -of -way. It also appears the "Parking and traffic" <br />area shown on the applicants' site plan is more than ample to accomodate <br />the proposed use's parking needs. The parking area should be modified to <br />reflect the 150' Lake Drive right -of -way and the requirements of Ordinance <br />56 which stipulate a 15' separation between the parking lot and the road <br />right -of -way. <br />2. Soil conditions in the area may require special attention <br />to building foundations and on -site sewage disposal. These items, along <br />with the building construction plans, should be reviewed by the City Engineer. <br />3. Because of the adjacent house, landscape screening may be <br />appropriate along the East side of the building and the parking area. <br />4. The proposed entry to this activity is directly adjacent to <br />the access drive serving Skyline Autobody and Restoration Enterprises. <br />
