265
December 22, 1975
rock to reach the water, it was unnecessary to use a sand point. The cost should
be less even at a, greater depth because of this.
Mr. McLean reminded Mayor Bohjanen the need for members of this Board. Mr. Clausen,
Chairman, had resigned becasue of personal reasons. Mayor Bohjanen is aware of
this need.
Mr. McLean reported on the meeting of the Anoka County Advisory Board for the
Chain of Lakes Park. There is a March date for wrap up on plans. Anoka County
has money for acquisition but not for development. There will be little money for
this purpose for the next two years. Mr. Torkildson is working on the figures and
will present them to the Board soon after the first of the year.
Mr. Jaworski asked the figure on the total acreage acquired and Mr. McLean said the
total should be available soon. Mr. Jaworski asked that Mr. Torkildson be asked
to provide some maintenance on the street entrance to the golf course since this
is a County course and used mostly by- people using the golf course.
Mr. McLean said the Board has been considering a plan for entrance to the golf
course from Main Street and asked Mr. Jaworski to talk with the residents of
that area for their ideas on this. The Board would appreciate any suggestions
they might have.
Mr. Jaworski had no report. He thanked the citizens for keeping him in office for
eight years. He had enjoyed serving on the Council. There has been some good
m ments and some bad. He had served on this Council with Mayor Bohjanen for five
years. The agreement at that time was that the Council would work in harmony. The
past few months he has made a few statements but he felt they were justified.
There has been few accomplishments in the past fine years. Mr. Jaworski felt there
would still be no sewers in the Shenandoah area if it had not been for the action
of the residents and the assistance of the State Representative. Mr. Jaworski
feels there are problems in the City Offices with a certain amount of inefficiency.
He advised the Council to take a good hard look and correct this or they are
headed for chaos.
Mayor Bohjanen said he had worked with Mr. Jaworski for the past years and told
Mr. Jaworski critisim is good if it is constructive. However, the problems have
been created by this Council three years ago when the members voted to cut the
levy by some $20,000.00 wiping out the cushion the City had built up. The City
was hit by inflation at a 12% rate and the levy limit is 6%, a full time Police
Department was created that is spending to the limit and for the past three years
trying to work out a budget without a quorum.
Mr. Jaworski said he will still be active and will be around.
Mr. Charles Fynboh was in the audience. He asked the Council for permission to
use his present liquor licenses issued for the Old Oasis site at the site of the
Aragon Ballroom. They have found problems in financing the reconstruction of
the building at the Oasis site and want to set up operations at the Aragon
Ballroon site on a temporary basis.
Mr. Locher said the present owner must agree the the cancellation of the licenses
presently issued to that establishment. Ordinance #31 allows the transfer of
liquor licenses from person to person and from one site to another with Council
approval. He wil have to fill out the applications for transfer and present an
affidavit from Mr. Quinlan that he would cease to operate at the Aragon stie. The
bonds and insurance would have to be transferred to that site. This could be done
with a letter from the insurance company. Mr. Fynboh will stop by the City
offices and pick up the necessary forms.
