92 <br />October II, 1977 <br />..Noted a letter from Mr. Burman announcing the burning site in the Chain of Lakes Park <br />has been officially closed as of September 27, 1977. <br />..Presented the Engagement letter from the Auditor for consideration. Mr. Schneider said <br />he would like to talk to Mr. Anfinson and moved to put this matter on the October 24, 1977 <br />agenda. Seconded by Mr. Zelinka. Motion carried unanimously. <br />..The City of Hugo has requested a hearing on their system statement before the hearing exam- <br />iner and this has been scheduled for October 25, 1977 at 9:30 A.M. <br />..A hearing on the WPC -40 rules and regulations has been set for November 7, 1977. A copy <br />is available and the Clerk was instructed to obtain one. <br />Mayor Bohjanen introduced Mr. Bruggeman who is platting West Oaks of Bald Eagle. He has some <br />questions of the Council. <br />Mr. Bruggeman said he has engaged the firm of Bather, Ringrose, Walsfeld to prepare the final <br />plat and the schedule calls for this plat to be filed by the 1st of the year. Mr. Bruggeman <br />presented a map showing an area in the Southwest portion of the plat that he would like to <br />develop first. He said the entire plat is to be filed but the area will be developed in <br />stages. The area to be started first is along County Road 'J'. Mr. Bruggeman said he would <br />like to get started on a model home yet this fall, possibly two and he asked for permission <br />to obtain building permits along the existing roadway. <br />1 <br />Mayor Bohjanen said if this is granted, Mr. Bruggeman should understand there could be no <br />occupancy of those homes and Mr. McLean noted that title cannot be transferred until the plat III <br />is filed. Mr. Bruggeman understood these rules. <br />There was discussion of which lots Mr. Bruggeman would construct the model homes on and Mr. <br />Bruggeman said he did not know which of the five lots available he would use. He aaid each <br />home must be designed to conform to the lot and he does not know the design of the house as <br />yet <br />After some discussion Mr. McLean moved to approve building permits for two of the following <br />lots; Lots 13,14,15 Block I or Lots 12, 13, Block 2 for model homes, in the preliminary plat <br />of West Oaks of Bald Eagle on file in the Clerk's office, provided no occupancy permits are <br />issued until the plat is filed in Anoka County and approved by the City Attorney and subject <br />to perc tests. Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Bruggeman asked the Council for procedures for obtaining a permit for cleaning out an area <br />in Bald Eagle Lake for a dock. He would also like to bring some sand in and provide a beach <br />area. Mr. Bruggeman was told to put his concept together and present to the City, the DNR, <br />the Corps of Engineers and Rice Creek Water Shed Board. <br />Mr. Bruggeman said he would do this and he thanked the Council for their time and cooperation. <br />Mr. Ronald Jaworski and Mr. Henry Rosengren presented a proposed sign to be errected at Lino <br />Park. This sign is constructed of Redwood and the letters are routed and painted yellow. <br />It is the same sign as the State uses at all State Parks. Mr. Rosengren said this sign is <br />to be built at the MMTC woodworking shop. It is a 4' X 6' sign. Mr. Rosengren said the <br />Lion's Club is putting up the sign and he asked if the Council would object to the Lion's <br />Club Emblem being included somewhere on the sign. There were no objections. Mr. McLean <br />moved to approve the installation of the park sign. Seconded by Mr. Zelinka. Motion <br />carried unanimously. <br />Mr. Jaworski said the Lion's Club is preparing some plans for the construction of a warming <br />house with restrooms that have entrances both inside and outside.
