30 <br />October 24, 1977 <br />Mr. McLean reported that Mr. Karth and Mr. Schneider had accompanied him on Satu 'day, <br />October 22, 1977 and they had walked the area suggested as a park by Mr. Kronholm. They <br />had agreed this suggested area is much too low to afford any sort of park without extensiv <br />work and fill. To make this area usable would be a costly project. <br />These Council members had also checked the area north of the Creek and had found this could <br />be made usable with not much cost to the City. <br />Mr. McLean moved to propose to Mr. Kronholm, as representative of Drovers State Bank, the <br />City will not accept the area South of the Creek but will accept approximately the same <br />amount of land area North of the Creek. Seconded by Mr. Karth. Motion carried unanimously. <br />The Clerk was instructed to put this in a letter form and forward to Mr. Kronholm, as the <br />Bank's representative. <br />Mr. McLean felt this area to the North could be fenced, a parking area established with <br />some leveling, and a launch area could be designated along the creek with a beach area <br />to the North completely apart. <br />Mr. Gotwald suggested the Council consider an Ordiance covering both the money per lot and <br />the 10% of land for park purposes. This would allow flexiability in the Council as to which <br />would serve the City best. <br />Mr. McLean presented the plan for giving frontage to the duplex located off Eash Shadow <br />Lake Drive. The Bank would give the City a 60 foot strip to the house and 75 foot strip <br />for frontage with no proposal for surfacing. At the time the outlot is platted, the City <br />would then vacate this land. In platting this outlot the street would come in from the <br />opposite direction. Mr. Zelinka so moved to accept this proposal with the understanding <br />there is to be no services for plowing or maintenance. Seconded by Mr. McLean. Motion <br />carried unanimously. <br />Mr. McLean continued his report from the Planning and Zoning Board meeting held on October <br />19, 1977. <br />Mr. Don Allen had asked to be on the agenda but did not attend the meeting. <br />Mr. Art Rehbein had appeared in connection with a parcel of land he had asked for a build- <br />ing permit on. Since the land has no frontage on an existing roadway, permits had been <br />denied. The Planning and Zoning Board had requested an opinion from the City Attorney. <br />This material had been turned ove to Mr. Rehbein. Mr. Locher had recommended that a build- <br />ing permit be denied on the property. The Planning and Zoning Board had approved this <br />recommendation to be forwarded to the Council. Mr. McLean moved this recommendation be <br />approved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Richard Lichtscheidl had applied for a special use permit to operate a small engine <br />repair shop on Main Street. There appeared to be sufficient signatures on the petition. <br />The Planning and Zoning Board had recommended approval of this special use permit. Mr. <br />McLean so moved. Seconded by Mr. Zelinka. Motion carried unanimously. <br />Mr. Don Holzmer had requested permission to build beyond the 300' limit on lands located <br />northeast of the corner of West Rondeau Lake Road and 81st Street West. There had been <br />some discussion at the Planning and Zoning Board meeting that his description did not in- <br />clude the lot on the corner that provided frontage for this property. Mr. Holzmer pre - <br />sented a legal survey to Mr. McLean that does include this lot, and had been combined with <br />the other lands to form one parcel. Mr. Gotwald checked the survey and approved. Mr. <br />McLean reported the Planning and Zoning had recommended approval of this request with the <br />provision the survey be provided.
