Seconded by Mr. Zelinka with the provision that this property be limited <br />III to one building permit until a proper street has been constructed and that Mr. Holzmer un- <br />derstands there will be no City services to that driveway. Mr. McLean accepted the add- <br />itions. Motion carried unanimously. <br />1 <br />Mr. Shearen had checked with some constractors in Washington County and found that 8 %.o <br />the land is required for parks in that County. He will check further. <br />Mr. Menkveld had presented a preliminary plat called Forest Glen for the 80 acres directly <br />West of the MMTC. This drawing has been forwarded to the Planner and Engineer for their <br />recommendations and Mr. Menkveld will be on the November agenda. <br />Mr. Zelinka reported that the Personnel Commission will be meeting some time within the <br />next couple of weeks to work on a job description for the part time park attendant. Mr. <br />Zelinka said he had tried at least six times to talk to Mrs. Billik and cannot get a response <br />to his knocks. He asked the Clerk to check with the Police Chief and find out if she is <br />still in the house. The Clerk was also instructed to withhold the October, 1977 payroll <br />check until this matter is straightened out. <br />Mr. Gotwald reported that he and Mr. Karth had inspected all the street which have had work <br />done on them this year. Orange Street is in good condition. There is one spot where some <br />drainage problems could occur but Mr. Gotwald felt this could be corrected. 77th Street <br />has a couple of low spots where the City will need to obtain drainage easements. This <br />will take care of the problems on that street. Mr. Zelink moved to authorize the Engineer <br />and the Attorney to start proceedings to obtain the necessary drainage easements. Seconded <br />by Mr. Karth. Motion carried unanimously. <br />Mr. Gotwald felt the Street in Carole's Estates would be constructed before any building <br />is done. He will forward any information to the Council. Mr. Ulmer will be constructing <br />the street in the Rice Lake Addition with the storm sewer installation - he will post a <br />letter of credit for the unfinished portion. <br />Mr. Gotwald had done the final inspection of the streets in Colonial Woods. They are com- <br />pleted, the boulevards are completed and Mr. Gotwald recommended acceptance of the streets <br />as part of the City's system and accept full maintenance of the street. Mr. Zelinka so <br />moved. Seconded by Mr. McLean. Motion carried unanimously. <br />Knov;1 %rive had also been inspected, the street is complete. There is some work to be <br />done on the boulevards. Mr. Gotwald recommended a letter of credit for $600.00 for finish- <br />ing the boulevards. Mr. McLean so moved. Seconded by Mr. Karth. Motion carried unanimously. <br />In the Plats of Lino Air Park North and Sunset Oaks there are a number of outlots that have <br />been designated as future streets. Mr. Gotwald's understanding was that after the plats <br />were filed, these outlots would then be turned over to the City. Mr. Gotwald suggested that <br />he get together with Mr. Locher and work out the legal aspects of this. Mr. McLean so moved. <br />Seconded by Mr. Karth. Motion carried unanimously. <br />There was no old business for discussion. <br />Under new Business, Mrs. Soucup presented a complaint to the Counc concerning the actions <br />of the Animal Control. Mrs. Bertrand and Mr. Ed Wiener also had complaints on their methods <br />of pperation. The Clerk was instructed to contact the firm and ask them to be present at <br />the next Council meeting to answer some of the questions raised here. <br />Mr. Locher arrived at 10:00 P.M. He cited the portions of the Ordinance that would apply <br />to Mrs. Soucup's problem. Her tickets were for dogs running at large. <br />
