95 <br />April 10, 1978 <br />Mr. Homer Bruggeman presented copies of his final plat of West Oaks of Bald Eagle. There <br />was some discussion of the outlots along the Lake shore. Mr. Bruggeman said he was not <br />quite sure just how this will be handled. He will get back to the Council with that <br />stage of planning. <br />Mr. Zelinka arrived at 9:20 P.M. <br />Mr. Locher asked Mr. Bruggeman to forward the abstract to his office for checking. Mr. <br />Bruggeman said this would be done. There was also some discussion of the collection of <br />SAC in that area. <br />Mr. McLean moved to approve this final plat and authorize the Mayor and the. Clerk to <br />sign the hardshells subject to the abstract check by Mr. Locher. Seconded by Mr. Sch- <br />neider. Motion declared passed. <br />Copies of the final plat of Ulmer's Rice Lake Second Addition was also considered. Mr. <br />Zelinka moved to approve this final plat subject to the abstract check by Mr. Locher and <br />to authorize the Mayor and the Clerk to sign the hardshells. Seconded by Mr. McLean. <br />Motion declared passed. <br />Mayor Karth reported that he had met with the Mediator and Union Representatives on <br />Friday. The currect offer is a three year contract, the patrolmen will join the City's <br />H & W plan, however, they have asked for dependent coverage to be paid by the City, they <br />will also consider deleting the Clerk's position from the Union. This must be mediated <br />out and must be done at this time. There is a form that must be filled out and the dec- <br />ision is based on her duties. The salary scale asked for is $75.00 per month increase <br />every six months for the next three years beginning January 1, 1978. <br />After some discussion of this matter, Mr. Schneider moved these figures be put down on <br />paper and related to this years City offer and to the budget. This analysis of this is <br />to be mailed to the Council members for discussion at the April 24, 1978 Council meeting. <br />Mr. McLean said he agreed with the three year contract but didn't agree with the salary <br />proposal. He felt this would make it manatory that all other City Employees be paid <br />at the same level. Mr. Schneider felt this should be deferred until Mr. Kulaszewicz has <br />had a chance to consider. <br />Mr. Zelinka reported there will be a special meeting of the Park Board on Thursday even- <br />ing to tour the Parks. Mr. Volk will accompany and present his recommendations. They <br />will also take a look at the creek in Shenandoah. <br />Mr. Locher presented the revised Ordinance for the Licensing and Bonding of Contractors. <br />This was read and discussed. Mr. McLean moved to set a public hearing on this Ordinance <br />for April 24, 1978 at 8:30 P.M. Seconded by Mr. Schneider. Motion declared passed. <br />The Ordinance regulating the pumping of septic systems was also discussed. It was felt <br />this should also have a public hearing. Mr. McLean moved to set a public hearing on this <br />Ordinance for April 24, 1978 at 9:00 P.M. Seconded by Mr. Zelinka. Motion declared <br />passed. <br />The Ordinance setting forth the rules and regulations for the disposal of unclaimed <br />property was discussed. The Council felt this Ordinance did not require a public hear- <br />ing. Mr. McLean moved to approve this Ordinance. Seconded by Mr. Zelinka. Motion de- <br />clared passed. <br />The Ordinance regulating the parking and storage of mobile homes and recreational veh- <br />icles was discussed. This Ordinance needed some revisions.
