Motion declared <br />passed. <br />Mr. McLean moved to set a public hearing on this plat at 8:45 P.M., <br />July 10, 1978. Seconded by Mr. Zelinka. Motion declared passed. <br />..Mr. R.J. Paulson had presented a letter regarding his concern <br />for drainage in the area of Lake Drive and Main Street. He was <br />told that before any construction in that area begins, the plans <br />must be approved by the Building Inspector. This letter will be <br />forwarded to the Council. <br />..Mr. Arnold Kelling was present to discuss the house numbering <br />system. Mr. Kelling gave the Planning and Zoning Board a back <br />ground on how the numbering system was established. The problem <br />areas were discussed. Mr. Volk, Chief Myhre and the Clerk are to <br />note the areas of wrong and make a record of this for presentation <br />to the Planning and Zoning Board. Mr. Gotwald will be contacted <br />for his suggestions. <br />..Paul and Robert Keefe appeared before the Board asking for a <br />variance to build a 5 acre parcel of land that does not have any <br />frontage on a City Street. The status of Rolling Hills Drive was <br />discussed with no action being taken. It will be necessary for Mr. <br />Locher to determine if Rolling Hills Drive is considered a City <br />Street. The variance was denied until information is available. <br />..Several residents from the Shenandoah area was present to dis- <br />cuss the possibility of placing restrictive convenants on the <br />buildings in that area. It had been explained that only a land <br />owner can place a covenants on the land, the City cannot impose <br />restrictions not covered by a City Ordnance. <br />That portion of the street near the lift station that has not been <br />surfaced was discussed. Mr. Gotwald will be contacted on this <br />matter. <br />The changes suggested by the Planning and Zoning Board and the <br />State have been incorporated into the sign ordinance and the ord- <br />inance has been retyped. There was some discussion on the changes. <br />Mr. McLean moved to have Mr. Locher forward this to the State for <br />certification. Seconded by Mr. Schneider. Motion declared passed. <br />..Mr. McLean had reminded the Planning and Zoning Board Members <br />of the special meeting scheduled for June 28, 1978 with Hugo to <br />discuss the matter of the open space in the Otter Lake area. <br />Mr. McLean asked Mr. Gotwald if he had ever received any infor- <br />mation on the chemicals to be used in the furniture stripping pro- <br />cess as proposed by Mr.Peter Scherer and Mr. Gotwald said he had <br />not. The Clerk reported that no information had been received at <br />the office. Mr. McLean asked if there is some way this special <br />permit can either be approved or denied in order to clear this <br />matter. Mr. Zelinka moved that a letter be written to Mr. Peter <br />Scherer informing him that the required information must be in <br />the office 30 days from the date of the letter or the request <br />
