June 26, 1978 right -of -way, also subject to the recommendation of the Planner and Engineer. Seconded by Mr. Kulaszewicz. Motion declared passed. Mr. McLean moved to set a public hearing on this plat at 8:45 P.M., July 10, 1978. Seconded by Mr. Zelinka. Motion declared passed. ..Mr. R.J. Paulson had presented a letter regarding his concern for drainage in the area of Lake Drive and Main Street. He was told that before any construction in that area begins, the plans must be approved by the Building Inspector. This letter will be forwarded to the Council. ..Mr. Arnold Kelling was present to discuss the house numbering system. Mr. Kelling gave the Planning and Zoning Board a back ground on how the numbering system was established. The problem areas were discussed. Mr. Volk, Chief Myhre and the Clerk are to note the areas of wrong and make a record of this for presentation to the Planning and Zoning Board. Mr. Gotwald will be contacted for his suggestions. ..Paul and Robert Keefe appeared before the Board asking for a variance to build a 5 acre parcel of land that does not have any frontage on a City Street. The status of Rolling Hills Drive was discussed with no action being taken. It will be necessary for Mr. Locher to determine if Rolling Hills Drive is considered a City Street. The variance was denied until information is available. ..Several residents from the Shenandoah area was present to dis- cuss the possibility of placing restrictive convenants on the buildings in that area. It had been explained that only a land owner can place a covenants on the land, the City cannot impose restrictions not covered by a City Ordnance. That portion of the street near the lift station that has not been surfaced was discussed. Mr. Gotwald will be contacted on this matter. The changes suggested by the Planning and Zoning Board and the State have been incorporated into the sign ordinance and the ord- inance has been retyped. There was some discussion on the changes. Mr. McLean moved to have Mr. Locher forward this to the State for certification. Seconded by Mr. Schneider. Motion declared passed. ..Mr. McLean had reminded the Planning and Zoning Board Members of the special meeting scheduled for June 28, 1978 with Hugo to discuss the matter of the open space in the Otter Lake area. Mr. McLean asked Mr. Gotwald if he had ever received any infor- mation on the chemicals to be used in the furniture stripping pro- cess as proposed by Mr.Peter Scherer and Mr. Gotwald said he had not. The Clerk reported that no information had been received at the office. Mr. McLean asked if there is some way this special permit can either be approved or denied in order to clear this matter. Mr. Zelinka moved that a letter be written to Mr. Peter Scherer informing him that the required information must be in the office 30 days from the date of the letter or the request
