Seconded by Mr. Schneider. <br />Motion declared passed. <br />Mr. McLean asked if the agreement with Anoka County on the matter <br />of open space had been ratified by this Council? It was not de- <br />cided whether this had been done or not - the Clerk is to re- <br />search the minutes. <br />Mr. Gerald Berg of Shenandoah asked for permission to hold a <br />block party on Rice Court. This would be held on July 15, 1978. <br />After some discussion Mr. Zelinka moved to permit the use of <br />this street for a block party, street to be blockaded and the <br />police notified of this party. Seconded by Mr.McLean. Motion <br />declared passed. <br />Mr. Locher said the Clerk should inform Mr. Gowan of this action. <br />Mr. Zelinka presented the actions of the Park Board from their <br />June 19, 1978 meeting. <br />..Mr. Zelinka had reminded the Board members of the special <br />meeting with Hugo to discuss the Otter Lake area and suggest- <br />ed that representative from this Board attend that meeting. <br />There was discussion of the proposal of construction of a pole <br />building at the City Hall with a section being converted for <br />a warming house. The Park Board asked if there had been any <br />communications from the Lions Club on their proposed build- <br />ing at Lino Park and Mr. Zelinka said, No. It was suggested <br />that the Lions Club be contacted as to the plans. The Park <br />Board voted to defer any discussion of the warming house at <br />the City Hall until this information is available in order to <br />avoid the duplication of facilities. <br />Mr. McLean felt that a building at Lino Park to be used for <br />skating would entail renovation of the well that has been cap- <br />ped for several years. The well at the City Hall is more ad- <br />equate for flooding. The Clerk was instructed to write to Mr. <br />Henry Amundsen, President of the Lions Club, and ask for their <br />plans, and the status of the program. <br />Mr. Charles Cape, Civil Defense Director, had requested the <br />use of the warming house at Sunrise park to condust gun safe- <br />ty classes on July 25.& 27; Aug. 1,3,8,10,15,& 18, 1978. Mr. <br />Zelinka moved to approve this request. Seconded by Mr. McLean. <br />Motion declared passed. <br />Mr. Zelinka reported that he had talked with Mrs. Billik and <br />she had indicated that she will be out of the house by July <br />31, 1978. He will talk with her again and see if her plans <br />are definite. <br />There was also some discussion of the Outlot on LaMotte Road. <br />Some residents had called Mr. Zelinka with the suggestion of <br />the City selling that lot. Mr. Simonsen will be asked to at- <br />tend the next Park Board meeting with his plans for the use <br />of the outlot and possibly make an offer for the outlot. <br />There had also been a suggestion for conducting a contest at <br />
