Mr. McLean asked if the agreement with Anoka County on the matter of open space had been ratified by this Council? It was not de- cided whether this had been done or not - the Clerk is to re- search the minutes. Mr. Gerald Berg of Shenandoah asked for permission to hold a block party on Rice Court. This would be held on July 15, 1978. After some discussion Mr. Zelinka moved to permit the use of this street for a block party, street to be blockaded and the police notified of this party. Seconded by Mr.McLean. Motion declared passed. Mr. Locher said the Clerk should inform Mr. Gowan of this action. Mr. Zelinka presented the actions of the Park Board from their June 19, 1978 meeting. ..Mr. Zelinka had reminded the Board members of the special meeting with Hugo to discuss the Otter Lake area and suggest- ed that representative from this Board attend that meeting. There was discussion of the proposal of construction of a pole building at the City Hall with a section being converted for a warming house. The Park Board asked if there had been any communications from the Lions Club on their proposed build- ing at Lino Park and Mr. Zelinka said, No. It was suggested that the Lions Club be contacted as to the plans. The Park Board voted to defer any discussion of the warming house at the City Hall until this information is available in order to avoid the duplication of facilities. Mr. McLean felt that a building at Lino Park to be used for skating would entail renovation of the well that has been cap- ped for several years. The well at the City Hall is more ad- equate for flooding. The Clerk was instructed to write to Mr. Henry Amundsen, President of the Lions Club, and ask for their plans, and the status of the program. Mr. Charles Cape, Civil Defense Director, had requested the use of the warming house at Sunrise park to condust gun safe- ty classes on July 25.& 27; Aug. 1,3,8,10,15,& 18, 1978. Mr. Zelinka moved to approve this request. Seconded by Mr. McLean. Motion declared passed. Mr. Zelinka reported that he had talked with Mrs. Billik and she had indicated that she will be out of the house by July 31, 1978. He will talk with her again and see if her plans are definite. There was also some discussion of the Outlot on LaMotte Road. Some residents had called Mr. Zelinka with the suggestion of the City selling that lot. Mr. Simonsen will be asked to at- tend the next Park Board meeting with his plans for the use of the outlot and possibly make an offer for the outlot.
